UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?  

Terms of Reference or Work Assignment:
 
Under the direct supervision and guidance of the Operations Officer of the Mindanao Field Office, the Construction Engineer will be responsible for monitoring all construction/ renovation related activities in the Mindanao Field Office based at Cotabato City and providing technical support on managing construction and rehabilitation activities.
 
Task/s:
 
Under the direct supervision and guidance of the Operations Officer of the Mindanao Field Office, the Construction Engineer will be responsible for monitoring all construction/ renovation related activities in the Mindanao Field Office based at Cotabato City and providing technical support on managing construction and rehabilitation activities.
 
Supervision and Management of the Construction/ Renovation Project:
 
• Manage and daily supervise contractor/s.
o Review and finalize the detailed implementation schedule with the contractor(s) for UNICEF approval.
o Approve contractor/s working drawings and works schedule.
 
• Ensure day-to-day site supervision through a Resident Engineer. Follow-up obtaining necessary authorizations and approvals from building owners, local authorities (LGU), any other authorizing authorities for the proposed workstation reconfiguration works.
 
• Inform UNICEF of the tentative date for Substantial Completion of the works at least 15 days in advance.
• Organize testing of all the systems installed and provide UNICEF with test certificates.
• Issue the Substantial Completion Certificate.
• Upon substantial completion of the works, in collaboration with UNICEF provide defect list to the contractor/s.
• Ensure that all defects are fixed by the contractor/s within 15 days from the date of issue of the Substantial Completion Certificate.
• Discuss with the contractor the condition of the 1-year Defect Liability period, intervene as required and liaise with the contractor/s to fix in a timely manner any problem that arises and that are covered under the defect liability guarantee.
 
• To recommend set-up of office arrangement, assess the structural integrity of the temporary office, provide recommendations on maximizing the space, some temporary measures (including risk measures in coordination with safety and security officer).
 
Deliverables:
 
• Workplan / Technical Requirements for Monitoring of renovation and construction activities.
• Monitoring tools/ quality assurance checklist /Progress Report/ variations certificates (as needed).
• Final evaluation report/ recommendation report.
 
Work Schedule:
 
• 120 days, face to face and remotely (subject to the workplanning arrangements with the Line Supervisor).

Qualifications and Competencies of Successful Consultant:

  • Degree in civil engineering, structural engineer, architectural engineering.

Knowledge/Expertise/Skills Required:

  • A minimum of two (2) years of relevant experience, at the national, in project monitoring, site supervision, quality assurance and/or other directly-related technical fields on engineering and construction is required.
  • Extensive relevant Experiences renovation/ construction of building advantage.
  • Work experience on (i.e. construction/ renovation activities; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.)
  • Relevant field experience Selection and Management of the Construction Project • Construction bidding • Follow-up obtaining necessary authorisations and approvals from building owners, local authorities (LGU), any other authorising authorities for the proposed workstation reconfiguration works.
  • Specific experiences in working with partners (i.e. Government, UN, IPs, INGOs as engineer).
