BACKGROUND

Purpose of Activity/ Assignment:

The SBC Section in the Programme Group Leadership Team in the Programme Division at UNICEF Headquarters is seeking an individual consultant to support the work on advanced analytics and monitoring of social behaviour change programming. In particular, the consultant will deliver on the following objectives:

  1. Deploy the analytical model and support the analysis corresponding to the roll-out of Behavioural and Social Drivers of Vaccination surveys across a specific set of countries, including for zero-dose children, improvement of HPV and malaria vaccination.
  2. Develop and deploy the analytical model for UNICEF’s ‘Internet of Good Things’ tool results.
  3. Develop and deploy the analytical and monitoring model for UNICEF’s community engagement mapping and for the Harmful Behaviors and Violence Against Children behavioral surveys study.
  4. Support the roll-out and dissemination of Implementation Toolkit for Monitoring for Social and Behaviour Change Programming as it pertains to data analysis and its visualization components, including for Community Rapid Assessments designs, for national data systems needs maps (i.e. health statistical data) and for sample design of technical surveys.
  5. Provides technical advice for in-field support for training for SBC UNICEF programme officers and partners

The Social and Behavior Change Data, Monitoring & Evaluation Specialist in the SBC team will be the contract supervisor. The consultant will work closely with programme specialists in the Social and Behavior Change team, the Demand for Immunization team, and the Child Protection team.

 Scope of Work:

The consultant will have the following scope of work:

  • Prepare a set of analytical briefs based on the results of the UNICEF’s Behavioural and Social Drivers of Vaccination surveys;
  • Develop data visualizations and programmatic insight decks related to UNICEF’s ‘Internet of Good Things’ results;
  • Develop insight decks and related monitoring tools for the community engagement mapping of UNICEF programmes and for the Harmful Behaviors and Violence Against Children Behavioral Surveys Study;
  • Provide SBC Research Technical Advice for regional offices and country offices designs for SBC research and data analysis related to the deployment of the Implementation Toolkit for Monitoring for Social and Behaviour Change Programming.

Terms of Reference / Key Deliverables:

 Analytical model for UNICEF’s ‘Internet of Good Things’ tool results

 - Develop 1 set of Excel and PowerBI templates for live data for IoGT use

- Develop 1 Master Microsoft PowerBI  Dashboard, with user data specific for IoGT historical and current data.

- Develop a monitoring framework for Country Office results that captures IoGT implementation and a corresponding PowerBI Dashboard – By 30 November 2024

Community Engagement Mapping and Behavioral Surveys Studies EVAC/Harmful Behaviours

  • Develop a Master PowerBI Dashboard and 7 Regional Specific Pages for Community Engagement processes across all UNICEF Country Offices.
  • Prepare SBC global Community Engagement data from HQ survey into a database and related scripts to make usable for integration with UNICEF’s Data, Planning, and Monitoring Division Field Monitoring Unit for Equity Analysis products.
  • Develop 4 thematic monitoring questionnaires for EVAC and Harmful Behaviours based on UNICEF’s Behavioral Surveys study for Female Genital Mutilation, Child Labour, Intimate Partner Violence, and Sexual Violence. – By 15 February 2025

 Implementation Toolkit for Monitoring for Social and Behaviour Change Programming

  • Develop a PPT on implementation for monitoring social and behaviour change programming
  • Create a regional dashboard template for demand for immunization monitoring as an example of the toolkit on data visualization and data use
  • Prepare a Data for Action package presentation and support materials to be used in 7 regional pilot projects and 1 global webinar on capacity building to COs and governments on SBC data collection, methods and interpretation and use of data for immunization programming.  
  • Develop an concept note on the mainstreaming and analyzing of social and behavioural data to facilitate programme outcomes with practical examples for  immunization, social norms programming, and SBC in emergencies results.

Analytical model and support for Behavioural and Social Drivers of Vaccination surveys

  • Draft and deploy the analytical model for CRA 2.0 Survey on Personas Analysis.
  • Draft a set of  support materials for IRB submission for BeSD surveys.
  • Conduct technical review and proposed revised estimates for sampling and survey weight models for BeSD surveys.  By 30 March 2025

Analytical model and support for Behavioural and Social Drivers of Vaccination surveys

  • Draft and deploy a set of visualizations and personas analysis for each round of 6 BeSD Surveys with 2 rounds of data collection.
  • Draft a final findings brief on BeSD survey results.
  • Draft a methodological note for data and monitoring integration of CRA 2.0, BeSD surveys and other UNICEF studies for a Demand for Immunization Data System. BY  30 July 2025

SBC Analytics Training Materials

  • Prepares materials for two sessions on SBC Analytics, including PPT slide deck, print learning materials, participatory learning exercises for training government partners and SBC specialists for data analytics and visualizations advanced Social and Behavioural Data Analytics – By 30 October 2025.

 Qualifications

Education: Masters

 Master's degree or its equivalent is required; fields of particular interest will include social and behavioral sciences, public affairs, economics, statistics, as well as data and M&E, or related subjects.

  Work experience:

Knowledge/Expertise/Skills required *:

  • General Experience: 7 years of experience in applied social science research, Programme Monitoring and Evaluation, or data visualization.
  • Thematic Experience: Proven experience in developing Social and Behaviour Change data analysis products including analytics for mobile phone surveys designs, personas analysis for programme results, and training materials for monitoring Social and Behavior Change.
  • Organizational Experience: Prior experience in leading and drafting research reports and evidence slide decks for international organizations.
  • Methodological Capacity: Proven experience in working with weighted data and with probabilistic sampling surveys
  • Technical Abilities: Proven experience in data management, personas analysis, and dashboard visualization in Power BI and R/Python and proven ability to conceptualize, plan and execute ideas as well as ensure knowledge transfer through global seminars/webinars on data and research.
  • Reporting: Strong writing skills
  • Language Proficiency: Oral and written proficiency in English is required

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
