Purpose of Activity/Assignment:
The PROSPECTS Programme, funded by the Dutch Government, is a multi-year initiative aimed at improving the living conditions of forcibly displaced persons and their host communities. Launched in 2019, it brings together several international organizations, including the UNHCR, UNICEF, ILO, IFC, and the World Bank, to implement its goals across eight countries in the Middle East and North Africa, as well as the East and Horn of Africa. PROSPECTS operationalizes the humanitarian-development-peace nexus by fostering collaboration among humanitarian and development actors. This approach aims to enhance coordination, efficiency, and impact in addressing the challenges faced by displaced populations and host communities.
 
The programme emphasizes several critical areas, including:
  1. Education: Improving access to quality education for displaced children and youth.
  2. Social Protection: Enhancing social safety nets for both refugees and host communities.
  3. Decent Work: Facilitating pathways to dignified employment and entrepreneurship.
The initiative seeks to boost self-reliance among refugees through skills development, while strengthening local economies by integrating displaced persons into Labor markets and fostering social cohesion between refugees and host communities.

How can you make a difference?

Scope of Work:
Strengthening the evidence base and scaling solutions for transforming education and the learning to earning transition in the MENA region for the benefit of the most vulnerable children and young people.
 
a) Share lessons learnt and scalable solutions for transforming education in the MENA region for the benefit of the most vulnerable children and adolescents (round tables, partners meetings, webinars, etc.).This will be done in coordination with UNHCR within the UNHCR - UNICEF Strategic Framework of Collaboration aiming to support the implementation of roadmap, while also building on the regional life skills and citizenship education network of partners, including ILO, World Bank, national governments, academia, civil society, etc. The latter platform has been used for exchange and sharing of good practices, innovations, and learnings to support transformation of national education systems into more flexible and resilient systems.
 
b) Demonstrate how various education resources developed under PROSPECTS 1 benefited the most vulnerable children's learning and developed capacity of practitioners for adaptation and delivery (regional webinar). Regional and national partners from PROSPECTS countries will be exposed to how various pedagogical resources and strategies can support scaling up at national level based on the work carried out under PROSPECTS 1. Selected resources will be transformed into accessible digital textbooks to allow inclusion of children and adolescents with disabilities in learning and skilling.
 
c) The consultant will be responsible for communicating the impact of resources developed under PROSPECT 1, particularly focusing on inclusive education for vulnerable children and adolescents.
 
d) Develop and disseminate advocacy briefs and messages on lessons learnt on innovative and alternative pathways of learning for forcibly displaced persons (FDPs) to influence strategic policy changes in the MENA region.
 
MENARO will organize a series of learning events to support scaling of innovations on Learning to Earning (L2E) from PROSPECTS countries to support greater inclusion, protection of FDPs and vulnerable young people across MENA. UNICEF and ILO are currently collaborating on a scoping study on Green Skills/Green Jobs in Jordan, Lebanon, and Iraq. The initial results of the scoping study will be presented to all Pillar 1 and Pillar 2 partners at global, regional, and country office levels to serve as the basis for strengthened collaboration and coordination of L2E pathways, including webinars and in-person workshops. Once key learning and impact from the initiatives is captured, a public good document will be synthesized, and a series of learning events will be organized to share best practices and lessons learned across all 8 PROSPECTS countries.
The consultant will support the design and communication of these learning events, ensuring that they are effectively publicized and documented for wider dissemination.
 
Based on the above, the consultancy will be focused on supporting the design, planning and organization of a series of learning events to support a regional exchange on inclusion of vulnerable adolescents and young people in education and opportunities for their development, empowerment and transition to life and the world of work. The consultant will develop a detailed communication plan to ensure the learning events are well-publicized and engage the right audiences.
 
The consultant will ensure that all knowledge management deliverables are fully aligned with UNICEF's Global Knowledge Management Strategy and the associated global guidelines. Additionally, if necessary, the consultant is expected to collaborate closely with the Regional Knowledge Management Specialist to align activities with the office knowledge management plans.

To qualify as an advocate for every child you will have… 

  • A bachelor’s degree in public relations, international relations, education or business administration and other relevant fields.
  • At least 3 years of relevant experience.
     
  • Sufficient consultancy experience in undertaking communication and media related work, including content writing.
     
  • Experience in working with UN, and UNICEF specifically in the MENA region is highly desirable.
     
  • Experience in organizing complex events with the engagement of various stakeholders in the MENA region.
     
  • Good understanding of the regional context.
  • Excellent writing, communication, and presentation skills.
     
  • Ability to work under pressure and commitment to work to tight timeframes and deadlines.
  • Fluency in English is required. Fluency in Arabic and/or French is highly desirable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
