Purpose of Activity/Assignment:
The purpose of this evaluation is to assess the effectiveness of delivering services through an integrated one stop centre approach and to provide insights for the potential expansion and roll-out
Scope of Work:
The evaluation will cover the period from October 2013 to October 2023, focusing on the OSCs at Mbabane Government Hospital in the Hhohho region and Raleigh Fitkin Memorial Hospital (RFM) in the Manzini region. It will also assess the initial OSC services provided at the Magistrate’s Court premises in Mbabane before their relocation to the Mbabane OSC site.
Additionally, the evaluation will include secondary beneficiaries of the OSC services, key partners and stakeholders involved in the project implementation. Feedback will also be gathered from primary beneficiaries of the one stop centre services and interviews to be conducted with careful measures ensuring safety, security, and psychological protection. Minimum Qualifications required*:
Advanced university degree in one or more of the disciplines relevant to evaluation (social policy, economics, demography, anthropology, public health)
Knowledge/Expertise/Skills required *:
• Minimum of ten years of experience in conducting similar or related strategic evaluations or evaluative reviews, including a proven track record of evaluation or evaluative review of similar large multisectoral and multi-stakeholder interventions supported by UN or UNICEF.
• Knowledge of programming theories and strategies employed in each of the program outcome components.
• Excellent command of English, with a proven ability to prepare high-quality reports.
• Strong quantitative and qualitative analytical skills.
• Demonstration of capacity to carry out the evaluation and complete deliverables.
• The evaluator must submit samples (at least two) of similar work they have conducted.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
