The Mongolia Country Office Country Programme is committed to protecting children's rights in line with international obligations. The programme priorities were selected based on consultations with national counterparts, United Nations agencies, and development partners to focus on areas that need action to achieve child-related national priorities and reduce equity gaps. The programme priorities, which include Health, Education, WASH and CC, Child Protection, and Social Policy, aims to promote funding, policies, and address geographic disparities across the country.

How can you make a difference? 

  1. Support to programme development and planning
  • Conduct/update situation analysis for the food and nutrition sector for development, design and management of Maternal and Child Nutrition, Food Fortification Programme. Research and analyse development trends (e.g., political social, economic, health) for higher management’s use to enhance program management, efficiency and delivery of results.
  • Contribute to the development and establishment of programme goals, objectives and strategies and results-based planning through analysis of food and nutrition needs and areas for intervention and submission of recommendations for priority and goal setting, including providing inputs to donor proposals.
  • Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluating of results.
  • Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevancy of information.
  • Prepare required documentations and materials to facilitate the programme review and approval process.

2.     Programme management, monitoring and delivery of results.

  • Coordinate the implementation of the Maternal and Child Nutrition service strengthening, Food Fortification acceleration and integration activities, as well as nutrition preparedness and response activities in emergencies; social and behavior change efforts, undertakes field visits to districts and provinces for monitoring and supervision of the relevant programme activities and to improve their implementation.
  • Enhance efficiency and effectiveness through programme implementation follow-up, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance.
  • Prepare reports on the results of the field visits and progress of Maternal and Child Nutrition service strengthening and resilience building, including in donor reporting.
  • Support planning, review, advocacy and analytical sessions with public finance management (PFM), nutrition supply systems management, emergency preparedness and response teams and experts.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners, as well as donors on the application and understanding of UNICEF policies, strategies, processes and best practices on health and related issues to support program implementation, operations and delivery of results.
  • Participate in programme reviews and annual sectoral reviews with the government and other counterparts, and prepare minutes and reports on results for follow up action by higher management and other stakeholders.

3.   Networking and partnership building

  • Build and sustain effective partnerships and close working relationships with nutrition sector government counterparts and national stakeholders through active sharing of information and knowledge to enhance programme implementation and build capacity of stakeholders to deliver concrete and sustainable results.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fund raising for nutrition programmes.
  • Participate in appropriate inter-agency) meetings and events on programming to collaborate with inter-agency partners/colleagues on UNSDCF operational planning and preparation of nutrition programmes/projects; and to integrate and harmonize UNICEF’s position and strategies with the UNSDCF development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

4.     Innovation, knowledge management and capacity building

  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches, digital programming and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
  • Research, benchmark and report on best and cutting edge practices for development planning of knowledge products and systems.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required:  medicine, nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, or another health-related science field.
  • Advanced university degree in the above subjects will be considered as an asset but not required.
  • A minimum of 1 year of professional experience in a nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care, nutrition in emergencies/humanitarian preparedness and response is required.
  • Previous experience working in maternal and child health and nutrition services in Mongolia is considered an asset.
  • Fluency in English and Mongolian language is required.  Knowledge of another official UN language is an asset

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF.
