How can you make a difference
To conduct an End of Programme Process Evaluation of the United Nations Joint Programme on Social Protection Phase-II (2019-2024). The overall objective of the assignment is to provide an external independent assessment of the implementation process of the UNJPSP, identifying successes, challenges, and lessons learned to inform future programmes.
The specific objectives of this assignment are:
- Performance Review: Evaluate the implementation performance of the UNJPSP-II programme over its entire duration, with a particular focus on the period since the Phase-I evaluation in 2019.
- Relevance Assessment: Analyze the relevance of the joint programme interventions in relation to national, community, and regional priorities.
- Efficiency Assessment: Review the extent to which the programme results were achieved in relation to cost and time.
- Effectiveness Evaluation: Assess the effectiveness of capacity-building activities aimed at:
- Strengthening government capacity to implement the Social Cash Transfer (SCT) programme.
- Designing and implementing nutrition- and gender-sensitive social protection programmes.
- Ensuring disability inclusion and mainstreaming in social protection.
- Improving cluster coordination and social accountability.
- Systems Strengthening: Evaluate the effectiveness of efforts to develop and strengthen the systems and coordination mechanisms underpinning the social protection programmes.
- Equity and Sensitivity Analysis: Assess the extent to which the programme is sensitive to equity, gender, and nutrition, focusing on targeting the poor, hard-to-reach communities, and marginalized groups.
- Lessons Learned and Best Practices: Identify key lessons learned and best practices from the programme’s implementation. Provide recommendations for incorporating these into the planning of a potential successor programme on social protection support towards the GRZ.
- Sectoral Transformation Documentation: Document the key transformations in the social protection sector achieved through the successive phases of the UNJPSP.

Educations:
- Master’s degree in Social Sciences, Social/Public Policy Management, Economics or related social protection graduate qualifications
Experience:
- A minimum of 8 years of professional experience in designing, implementing and managing social protection programmes, preferably in Africa, including at least 5 years specifically in evaluation of SP programmes
- Demonstrated expertise and capability in technical assessment of social protection delivery systems, related national policies and knowledge of government operational framework.
- Proven experience with logical framework approaches and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), information analysis and report writing.
- Understanding of the development context in Zambia will be an advantage.
- Excellent communication and interview skills.
- Excellent report writing skills.
- Demonstrated ability to deliver quality results within strict deadlines, through a proven track record.

Otherwise, the selection will be canceled.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
