BACKGROUND

Purpose of Activity/ Assignment:

The digital engagement plays a crucial role in UNICEF's response to global shifts in the fields of communication, fundraising, advocacy and development. Effective use of a variety of digital channels to communicate UNICEF’s key messages through relevant content, interactive experiences and dialogue, allow individuals to connect with our work directly, thus creating valuable relationships with both online and offline supporters.

UNICEF in Belarus is present in most of the social media platforms. As youth and children are one of the primary target audiences for UNICEF, the office established the TikTok account in 2021 to galvanize young people’s support and participation as well as reach new and younger audiences, inspiring them to support UNICEF and be advocates of positive behaviours and practices. TikTok has national and international audience, and UNICEF around the world have found TikTok as an engaging platform for youth. Being the sixth largest social network, TikTok has more than 1.65 billion downloads to date.

To further enhance digital engagement and position UNICEF in Belarus as a leader in knowledge dissemination, the CO seeks to engage an individual consultant focused on TikTok content creation and broader social media management. While the office possesses capabilities for managing social media platforms, it is essential to involve a young blogger who can effectively resonate with peer audiences on critical topics such as adolescent health and development, 21st-century skills, bullying and cyberbullying, eco-friendly habits, and the Sustainable Development Goals (SDGs). This young social media manager will also play a crucial role in amplifying the UNICEF brand by galvanizing support among their network of like-minded bloggers.

The involvement of the young content creator on TikTok has already demonstrated remarkable success in 2022 and 2023, leading to significant increases in reach and engagement with the youth audience. Consequently, the CO has decided to expand the responsibilities of this young blogger to encompass other social media platforms as well as the office's website. The office requires a specialist who can assist in adapting content for various social media channels while incorporating a youth perspective. Consultative assistance is needed during the final stages of content creation to ensure alignment with UNICEF's policies.

Scope of Work:

Under the supervision of the Digital Communication Officer and overall guidance of the Chief of Communication Section, the consultant will support UNICEF in:

  1. Develop engaging content for UNICEF TikTok account
  • Develop a content plan
  • Participate in different communication and advocacy events and fundraising campaigns to generate (live) social media content
  • Draft and edit written materials for the account
  • Adapt multimedia assets from HQ/RO Communication Division for the local audience
  1. Develop engaging content for other UNICEF social media accounts
  • Analysis of social media to propose strategies for attracting a new youth audience
  • Adapting existing content for various social media platforms
  • Creating short videos tailored for a youth audience
  1. Engage SDGs ambassadors, adolescents from SEES programme (Safe and enabling environment in schools), UNICEF volunteers in content creation (training, assistance in drafting scripts and videos)
  • Provide learning and training to SDGs ambassadors, adolescents from SEES programme (Safe and enabling environment in schools), UNICEF volunteers
  • Assist in volunteer video production.
  • Actively engage with online audiences through TikTok and Instagram
  • Generate and analyze social media KPIs and analytics reports
  • Report monthly using an agreed template
  • Draft tasks and work closely with external designers to make sure all visibility materials designed for TikTok meet UNICEF visibility standards
  • Work in close contact with external contractors on digital campaigns
  1. Maintain UNICEF Belarus online presence to support the implementation of the Country Office Communications Strategy, as well as Programme and Fundraising objectives, in line with the Country Programme Document, Global and Regional Communication and Public Advocacy Strategy

  • Two training programs for adolescents, accompanied by regular supervision.

  • Online meetings on regular basis with adolescents to establish an active youth group and enhance communication between pilot schools.
  • Ongoing technical support for adolescents.
  • Approximately 20 TikTok videos featuring adolescent participants.

Engaging SDGs ambassadors in TikTok video creation

  • Review of the current account of the SDGs ambassadors
  • Development of a content plan for the TikTok account of the SDGs ambassadors for 3 months
  • At least 5 training sessions for 17 SDG ambassadors on creating TikTok videos
  • Assistance in developing their own content-plan, scripts and video production (at least 25)
  • Regular posting of videos about the SDGs on UNICEF's TikTok account in Belarus (at least 15 videos)

Qualifications

Education:

  • Completion of the secondary education

Work experience/Knowledge/Expertise/Skills required:

  • At least 1 year of experience in managing a TikTok account, experience in managing other social media platforms is an asset
  • Intermediate knowledge of English
  • Experience in using other social media platforms and SMM management tools as well as Sharepoint, Outlook, Google docs
  • Experience in shooting and editing videos
  • Experience in working with UN agencies will be useful, but not necessary

  • Financial proposal: all-inclusive lump-sum cost (including travel and accommodation cost for this assignment as per work assignment) that will include/ reflect:

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
