BACKGROUND

Purpose of Activity/ Assignment:

UNICEF’s Office of Emergency Programmes (EMOPS), Programme Division (PG), and the Division of Data, Analytics, Planning and Monitoring (DAPM) are collaborating to improve how UNICEF uses geospatial data and analysis to enhance programmatic decision-making. This includes, among other areas, shifting the contextual risk analysis component of the Emergency Preparedness Platform (EPP) from qualitative to driven by geospatial data, and strengthening programme decisions through the Child Climate Risk Index – Disaster Risk Model (CCRI-DRM) and Equity Analysis initiatives. The consultant will support these efforts. 

 

Scope of Work:

The consultant will contribute to adjustments to Emergency Preparedness Platform (EPP) risk analysis geospatial data layers, in collaboration with UNICEF Country Offices, as well as to training modules instructing CO on how to use the risk analysis data to identify high risk parts of countries and thus act as the foundation for contingency planning.

Secondly, the consultant will support the Equity Analysis initiative in developing an app to automate geospatial risk analysis processes. 

The consultant will also support the Child Climate Risk Index – Disaster Risk Model (CCRI-DRM) project team, working closely with the CCRI-DRM Data Lead, in implementing all geospatial analysis components of the CCRI-DRM in countries where the initiative is being implemented. This includes supporting 7 UNICEF Country Offices, in coordination with the HQ CCRI-DRM team and regional offices, with the following package of geospatial analysis, developing a methodology document, developing global and national hazard exposure layers for multiple hazards, and developing a tool to facilitate non-expert creation of CCRI-DRM indices.

Enhanced Shiny App for Equity Analysis/CCRI-DRM Automation             

• App development to strengthen automatic processing of Excel-based indicators to produce Equity / CCRI base layers. Research on, creating and testing new indicators. Script to create country subsets (generic) and creation of country subsets of hazard layers for the CCRI-DRM model countries. Create a tutorial on how to create country subsets and use the country subsets. Conduct 3 online webinars to train UNICEF staff and national partners on how to create country subsets and use the country subsets. Develop a brief detailing backstop specific requests of CCRI-DRM countries refining/finalizing models and ad-hoc requests. Function to convert to GeoRepo shapefile structure where UNHCR is used. App refinement based on feedback from Equity and CCRI team. Addition of demography related analysis using tornqvist formula. Summary document about the app back-end script (15 February 2026)

EPP Hazard Exposure Layer Updates

• EPP hazard layers are updated based on CO requests, e.g. to use national data sets in place of global, or for any other reason (30 December 2025)

Support to development of EPP risk analysis training.         

• Develop a report detailing trainings support to RAPS, guiding non-experts in interpreting subnational natural hazard geospatial data for the purpose of EPP 3.0 risk analysis (30 December 2025)        

 

Qualifications

Education: 

Advanced university degree (PhD) in the area of Geography, Climate Science, Computer Science, or programme experience with relevant geospatial component is required.

 

Work experience:

Knowledge/Expertise/Skills required *: 

• A minimum of 12 years of professional experience using geospatial technologies for analysis
• Experience with geospatial data science with focus on humanitarian data and risk analysis
• Experience with risk index creation; experience with INFORM methodology is an asset
• Experience developing and managing online geospatial dashboards
• Experience developing apps in the Shiny environment
• Coding skills including R, Python, ArcPy, Django
• Advanced proficiency with Esri products (e.g. ArcGIS, 123, and Enterprise) and QGIS
• Experience with developing methodology documents and reports to academic publishing standards.
• Abilities to work in multi-cultural teams
• Strong English writing and communication skills.

• • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
