Chad continues to face a combination of rapid-onset and protracted humanitarian crises. This persistent humanitarian situation is related to the growing insecurity in many parts of the country and in neighboring countries, natural disasters, growing food insecurity, high rates of malnutrition, economic crisis, and political instability in a context of climate challenges. UNICEF, in partnership with national and international development and humanitarian aid actors, supports the Chadian government in the development of programs and policies aiming at promoting and respecting the rights of children to survival, education and protection. To this end, UNICEF Chad has 4 field offices (Abéché, Bol, Mongo and Moundou) and 2 outpost (Farchana and one to be opened in Faya) and a main office (N'Djamena) which ensure the implementation and monitoring of the cooperation program.

How can you make a difference?

Key function, accountabilities, and related duties/tasks

  1. Emergency WASH Programme planning and development.
  • Participate in sectorial, intersectoral assessment or evaluation mission in affected area.
  • Draft updates for WASH in the situation analysis, Situation report, flash appeal to inform the development of WASH-related outcome, output results and product along the crisis.
  • Draft /review/Update WASH emergency response Plan.
  • Work closely with other colleagues to identify implementing partner and draft programme document when and as needed.
  1. Emergency Programme management, monitoring, and delivery of results
  • Follow up with colleagues the implementation of partnership documents.
  • Monitor delivery of result by implementing partner (private compagnies, NGO, …)
  • Work collaboratively with colleagues and partners to collect/analyse/ share information on implementation issues, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, response evaluation with government, UNHCR and/or other counterparts and prepare reports on results for required action/interventions.
  • Monitor and report on the use of sectoral programme resources (financial/budget, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity.
  • Report on issues identified to enable timely resolution by management/stakeholders.
  • Review report submitted by implementing partners.
  • Conduct programmatic field visits and conduct Post distribution monitoring of supplies.
  • Ensure PSEA are fully respected by implementing partners.
  1. Technical and operational support for programme implementation
  • Ensure close follow up of WASH infrastructure and soft activities from design to implementation and commissioning. Undertake field visits and surveys, collect, and share reports with partners/stakeholders. Report critical issues, bottlenecks, and potential problems to supervisor, for timely action.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes, and best practices in WASH, to support programme implementation.
  • Draft requisitions for supplies, services, and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
  1. Coordination
  • Participate in coordination meetings on site and regional level organized by UNICEF/UNHCR/Government or other relevant stakeholders. 
  • Support WASH and cross-sectoral coordination in close collaboration with Government especially Provincial delegates, UNHCR and other relevant stakeholders.

To qualify as an advocate for every child you will have…

  1. Education
  • An advanced university degree in one of the following fields is required: water engineering, sanitary engineering, civil engineering,    or another relevant technical field. A university degree with additional relevant post-graduate courses that complement/supplement  the main degree will be considered.
  1. Work Experience
  • A minimum of five years of professional work experience in WASH-related programmes for developing countries is required.
  • Experience on emergency preparedness, response, and programme coordination (asset)
  • Experience working with UNICEF (asset)
  1. Language Proficiency 
  •  Fluency in French (verbal and written). Good written and spoken skills in the language of the humanitarian operation (English).       
  • Knowledge of another official UN language or a local language is an asset.
  1. Functional Competencies:
  • Ability to identify issues, conduct rigorous research, and make conclusions and recommendations.
  •  Strong research, planning and organizational skills.
  • Interpersonal and Communication
  • Ability to empathize with client managers, supervisors and staff while advocating for consistent and
    equitable applications of promulgated HR regulations and rules.
  • Ability to communicate effectively in a diverse organization tailoring language, tone.
  • Knowledge of information technology systems and tools.

Remarks:

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions.

Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.

UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
