How can you make a difference?
Under the supervision of the Health Manager, provide technical support to the Ministry of Health (MoH) in delivering a safe, effective and highly impactful immunization program. The main objective is particularly support EPI staff and other key immunization-related staff and bodies, including municipalities health services, and National Technical EPI Working Group in policy decision-making, planning and safe and effective implementation of the National Immunization Programme.
WORK ASSIGMENT:
- Technical support to national EPI department, health promotion department and municipalities health services to conduct training for newly recruited health staff.
- Technical assistance to municipality health services to scale up integrated vaccination through static health facilities and outreach services.
- Support municipalities health services on vaccines (routine antigens and Pfizer) management; daily uptake, storage status and potential wastage and cold chain status.
- Technical support to national EPI department, MoH in the development of national immunization strategy 2025-2030 and costing of this strategy.
- Technical support to Municipalities health services in data collection in case of any humanitarian crisis. It includes data from rapid assessment, beneficiaries reached with emergency health response, number of referral cases, CFR, number of children and mothers in temporary shelters.
- Support in monitoring and support supervision jointly with MoH, WHO and other partners.
- Technical support to municipalities health services to design immunization budget and micro plan.
- Support municipality health services to build capacity of health workers on COVID-19 response and integrated vaccination approach; IPC, data management, cold chain, vaccine management.
- Data analysis and reporting to the health team on COVID-19 response and coverage, vaccine management and any other humanitarian response.
- Contribute to the internal and external documents to reflect UNICEF’s role, coverage and impact with COVID-19 and other humanitarian responses.
- Support Municipality health services to improve quality of care, coverage with COVID-19 and RI, status of cold chain equipment and vaccine utilization.
- Technical support to EPI unit, MCH department and INSP TL to roll-out EPI, and MNCH trainings.
- Technical assistance to UNICEF Health team.
DELIVERABLES:
- Strategy to include children out of school and children in hard-to-reach community.
- Joint monitoring and support supervision to all CHCs and outreach sites in the municipality to deliver in-service training / mentoring.
- Weekly/monthly report on routine vaccine utilization and stock balance at national and sub national level.
- Costed National Immunization Strategy 2025-2030.
- Daily / weekly report on other humanitarian responses such as diseases outbreaks, flood etc.
- Field trip report.
- Micro-plan and budget for immunization services.
- Training and or re fresher training of Health workers on COVID-19 and routine vaccines.
- Monthly analysis report of program activity data and provide feedback to UNICEF Health team.
- Health data (COVID-19 and other humanitarian response) for weekly Sitrep reports.
- Technical support to EPI department, EPI TWG, sub technical working group and municipalities health services.
- Analysis of the utilization of essential health services (MNCH) across the six municipalities supported by UNICEF.
- Contribution to program proposals, donor reports and other program documents.

Advanced university degree in medicine, public health, social sciences, statistics, planning development, and/or related field is required. Degree in epidemiology or biostatistics will be an added advantage.
- At least 5 years of work experience with management information systems in large organizations or at country level. Demonstrated experience in data collection, data analysis as well as preparing reports and presentations. Sound knowledge of HMIS, data analysis and management. Good interpersonal and communication skills and good analytical skills. Solid experience with common Microsoft Office packages and advanced MS Excel skills and experience working with large datasets required. Knowledge and understanding of the UN system and capacity to promote consensus and establish positive working relationships and work in a team. Integrity, tact, discretion and demonstrated sensitivity to cultural differences.
- Desirable: Familiarity with the work of UN agencies in health system strengthening. Experience in Timor-Leste or other Pacific Island countries is an added advantage
- Excellent coordination, communication, cross-cultural and negotiation skills. Ability to convene and work with all relevant as part of a team. Gender sensitivity and understanding of cultural diversity issues. Capacity to work under pressure and with a high degree of independence.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
