Children in the Syrian Arab Republic continue to face one of the most complex emergencies in the world. Over two thirds of the population require assistance because of a worsening economic crisis, continued localized hostilities, mass displacement, devastated public infrastructure and effects of the earthquakes. More than 16.7 million people (including 7.5 million children) require assistance, and 7.24 million people are internally displaced.

In 2024, UNICEF Syria Country Office (SCO) delivered lifesaving services that addressed recovery needs with its partners and through its field offices, fostering the resilience of children and families. SCO also made a funding appeal of US$ 401 million to provide life-saving assistance to 8.5 million people (including 5.4 million children) across Syria according to the Humanitarian Action for Children.

As the year comes to an end, SCO is preparing to meet its end year reporting documentation requirements. The 2024 Consolidated Emergency Report (CER) is a critical aspect of the SCO to highlight the progress made against the humanitarian need and the funding appeal. The report will detail what SCO has achieved in advancing children’s rights and examine the impact of these accomplishments on the lives of children.

Therefore, the PRM section is eliciting an individual consultant to support the 2024 Annual Reporting requirements.

How can you make a difference? 

Purpose of the Job 

The purpose of the contract is to review (quality assure) the inputs received from the Syria Country Office teams/ sections, edit, draft, and proofread the Consolidated Emergency Report (CER) 2024, as well as to produce all CER accompanying annexes, including donors’ two-pagers reports.

Key Activities, Deliverables & Estimated Dates:  

Write and edit the Syria Country Office Consolidated Emergency Report (CER) 2024.

- Review global guidelines on UNICEF Consolidated Emergency Report.
- Task, coordinate and quality assure inputs from different sections and hubs and Regional Office.
- Research key documentation on UNICEF’s programme response to be included in the CER.
- Write the narrative Consolidated Emergency Report (plus supporting annexes) and verify all financials.
- Write the CER report (with all accompanying annexes, 2 pagers, financial tables etc.) and:
   - The review and editing will be required to start from 10 February 2025.
   - The first reviewed/edited draft CER is to be ready for Chiefs and Heads of Sections review by 6 March 2025.
   - The second reviewed/edited draft CER is to be ready for Management by the week of 11 March 2025.
   - The final reviewed/edited draft CER is to be ready for Senior Management by the week of 18 March 2025.
   - The final draft for uploading in RAM platform to be ready by 24 March 2025
- Upload documents into donor reporting platform in correct format by 24 March 2025.

To qualify as an advocate for every child you will have… 

Education:
- An advanced university degree (Master’s or higher) in communication, journalism, literature, public relations, international relations, social development, business administration, or related fields.

Experience:
- At least 5 years professional work experience in a relevant field.
- Proven track record of reporting quality documents and reports will be required.
- Previous report writing experience, particularly UNICEF reports and standards (Results-Based Reporting - RBM), will be considered an asset.
- Developing country work experience and/or familiarity with emergency is considered an asset. 
- Experience working with UNICEF and/or the United Nations system will be considered an asset.
- Familiarity and experience with humanitarian work will be considered an asset.

Languages: 
- Fluency in English is required. Knowledge of Arabic or a local language is an asset. 

Skills: 
- Strong technical skills in editing, style correction and consolidation of variety of inputs will be required.
- Strong communication skills in English (oral and written) will be required.

Administrative Details: 

Modality: This is remote, home-based individual consultancy. The selected consultant must have his/ her own equipment, tools and materials needed to perform the services. They will use their own laptops/ computers, any application or system needed to complete the assignment. They need to provide the full service without using UNICEF resources.

Duration: This is 20 working days individual consultancy, within an estimated start date of 10 February 2025, and an approximate duration of 6 weeks. It is envisaged: all workdays out of the country. The exact schedule of the activities will be agreed between the consultant and the supervisor based on the consultancy implementation progress. The deadline for submission of final deliverables to UNICEF will be discussed with the supervisor and agreed according to the 2024 CER guidelines. 

Supervision: The consultant will be supervised and will report to the Partnerships and Resource Mobilization (PRM) Chief. On a day-to-day basis, the consultant is expected to work closely and liaise with the Programme Sections, with support from the PRM team.

Travel: This is a remote, home-based consultancy, no travel is involved.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
