The National Social Protection Strategy (NSPS, 2019-2025) puts a special emphasis on the role of CSOs/CBOs (civil society organisations, community based organisations), especially under the Tamkeen pillar, highlighting the importance of collaborative arrangements between the public sector and CBOs to ensure more accessible and inclusive social services, in particular for the provision of alternative/home-based rather than institutional care. This strategic direction has also been highlighted in the scope of the new Social Protection Strategy 2025 – 2033 which is currently being developed.

The NSPS (2019 – 2025) was set on guiding principles advocating for shared responsibility and coordinated efforts and systems across all sectors of society, encompassing the public, CBOs, and the private sector. Nonetheless, efforts are still required to promote a greater engagement of CBOs and civil society to identify and address the needs of the vulnerable population. Therefore, it is necessary to enhance and strengthen the cooperation and coordination with civil society organizations within the framework of the NSPS.

In Jordan, all CSOs and CBOs, in order to operate, need to be registered within the Associations Registry at the Ministry of Social Development (MOSD). At present, the Associations Registry is working on a mechanism to classify NGOs according to different functions and a selected number of indicators to facilitate their role in social protection service delivery. This mechanism is developed with technical support from UNICEF and a draft is expected in Q2 of 2025 followed by national consultations. The current assignment will complement and build on the classification work with the overall objective of improving CSOs engagement within the social protection sector in Jordan. 

How can you make a difference? 

Under the direct supervision of the Social Policy Specialist, the consultant will support the Associations Registry in enhancing the engagement with CSOs/CBOs and improving communication channels between civil society and the government.

The key deliverables include the following:

1. Inception report on overall assignment

2. Assessment of barriers and existing engagement of CSOs/CBOs in the social protection sector:

• Develop desk review on current Government CSOs/CBOs interactions in Jordan including outsourcing mechanisms and legislative landscape highlighting barriers to engagement, lessons learned, best practices and gaps concerning engagement 

• Conduct stakeholder consultations through interviews and a minimum of 5 to 7 consultation sessions across the Kingdom with the relevant governmental stakeholders and CSOs/CBOs

• Prepare the assessment based on the desk review findings and the consultations

 

3. Action Plan for Enhancing the Engagement & Partnership with the CSOs/CBOs-sector:

• Develop a desk review on global best practices for enhancing CSO-Government engagement and communication through different modalities with recommendations on the most suitable approaches for the Jordanian context

• Support the implementation of stakeholder consultations and soliciting feedback from the CSOs/CBOs on the current and proposed CBO classification mechanism

• Prepare draft of the action plan for enhancing the engagement & partnership with the CSO-sector 

•Conduct at least 2 to 3 consultation and validation workshops on the draft Action Plan developed

• Prepare the final draft of the Action Plan after integrating feedback

4.Monitoring and Evaluation plan for the proposed Engagement Action Plan including Key Performance Indicators to support the Registry’s overall work and engagement with CSOs/CBOs and Associations

• Develop KPIs based on the Action Plan developed under Deliverable 2 as well as other related legislations and institutional documents governing the Registry’s work

• Conduct 3 consultation workshops and 1 validation workshop of the draft M&E Plan

•  Conduct 1 training for Associations Registry staff on KPI definition and measurement

To qualify as an advocate for every child you will have… 

  • Advanced degree in one of the social sciences, including economics, political science, social policy, sociology, public administration, business administration, international relations, social development, social work, community development or any other relevant field.
  • A minimum of 8 years of relevant professional experience in development and social policy.
     Extensive experience in working with the CBO/NGO sector in the region, including Jordan.
     Proven experience in monitoring and evaluation,
     Experience in training and capacity building for CSO/CBO sector and governmental staff is desirable
     Experience in research is an asset
     Open to Jordanians nationals only
     Fluency in Arabic and English, written and spoken.
  • Developing country work experience and/or familiarity with emergency is considered an asset. 
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset. 

Applications submitted without a financial proposal will not be considered.  The financial offer should be a lump sum for the whole assignment including Travel if applicable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
