BACKGROUND:

Uzbekistan is at a critical demographic juncture. Young people under 30 years old constitute 55% of the population; adolescents and youth of 10-24 years of age – about 30% of the population. To ensure that Uzbekistan is well-positioned to reap the demographic dividend, children, adolescents and youth of the country needs to be equipped with foundational, job-specific, transferable, digital and entrepreneurship skills for engaging in productive employment.

Currently school-to-work transition is challenging for most young people, resulting in a high rate of young people not in education, employment or training (NEET). After completion of the compulsory secondary education 56% of young people of 19-24 years of age are NEET - 69% of young women and 33.4% of young men. The state of young people with disabilities is even more challenging. The NEET rate among young people with severe disabilities is 77%, rising to 91% among those with profound disabilities.

UNICEF cooperates with the International Inclusive Hub under the National Agency of Social Protection, Ministry of Preschool and School Education and other national partners to promote employment and self-realization of adolescents and youth, including the most vulnerable youth such as girls, youth from remote areas, youth with disabilities, ethnic minorities and the other. These interventions contain strong problem-based and experiential learning modules for young people, including training of transferable, employability, social innovation and social entrepreneurship skills.

PURPOSE OF THE ASSIGNMENT

In this context, UNICEF Uzbekistan is looking for a roster of individual facilitators to deliver the skills-building sessions and boot camps using the contemporary student-centered pedagogical approaches. Individual facilitators will be tasked to deliver workshops on development of transferable and social entrepreneurship skills for adolescents and youth from different regions and backgrounds, including the most vulnerable. The facilitators will need to follow the developed UNICEF methodologies and guides, adjusting the content to the local context, needs and preparedness of the target audience.

PROGRAMME AREA AND SPECIFIC PROJECT AREA

The consultant will with UNICEF Education and ADAP team on programmes included under Output 3.4 Young people, especially girls, young people with disabilities and other vulnerable youth, have increased opportunities to obtain relevant skills for making informed choices about their future and for effective participation in decision-making processes.

OBJECTIVE(S)

To ensure that young people, especially girls, youth with disabilities, youth from remote areas and ethnic minority groups, have access to relevant skills for employment and realization of their full potential.  Specifically:

  • To provide high-quality and student-centered experiential learning experience in a friendly and inclusive environment;
  • Jointly with the national partners, inform young people of different opportunities and encourage further education and (self) employment.

MAJOR TASKS TO BE ACCOMPLISHED

The major task of the consultant is to facilitate high-quality interactive skills-building workshops or bootcamps for adolescents and youth, including the most vulnerable.

Responsibilities of the Consultant:

The consultant will be engaged on a retainer basis and will provide services as deemed necessary by UNICEF Uzbekistan Country Office.

Deliverables include timely and high-quality facilitation of the skills development sessions, including the following tasks:

  • Develop workshop agenda, teaching and learning materials in line with UNICEF guides, training objectives and expected learning outcomes;
  • Facilitate student-centered interactive skills-building sessions or bootcamps.
  • Provide training reports, including key takeaways, feedback received and recommendations for the next training.

Responsibilities of UNICEF:

  • Provide clear and comprehensive guidance, methodology, training for trainers.
  • Arrange all the logistics and provide all the required materials for the workshops/boot camps, including venue, equipment, stationary, food, translation, etc.;
  • Monitor and provide support in amending the programme during the training if required.  

DELIVERABLES:

2. Facilitate student-centered interactive skills-building sessions or bootcamps - Delivered skills-building training - Subject to the duration of the trainings
3. Conduct assessment (pre- and post-training assessment) and report on the results of the training - Training report, including results of the pre- and post-assessment, feedback of participants and other key takeaways - 2 days after each training session/bootcamp

TRAVEL:

Payment of travel costs including tickets, lodging, etc. should be agreed upon, between UNICEF and the consultant as part of the quotation for each specific assignment and included in the respective purchase order. All air travel will be by economy class irrespective of the duration of travel. Travel expenses will be reimbursed as and when they take place in accordance with UNICEF rules and regulations.

ESTIMATED DURATION OF LTA:

Twenty-four (24) months with optional extension of twelve (12) months (36 months in total)

To qualify as an advocate for every child you will have… 

  • University degree in education, social sciences, or related field.
  • At least 4 years of relevant work experience in education and training, preferably in life, employability, entrepreneurial, business skills or another relevant area.
  • Excellent speaking and writing skills in Uzbek and Russian. Knowledge of English is an asset.
  • Professional experience in inclusive education is an asset.
  • Previous experience with the UN and other international agencies is an asset.

Competencies:

  • Ability to facilitate student-centered experiential learning to be confirmed through the interview;
  • Ability to pursue high standards of work effectively with minimum supervision to be confirmed through the interview and the reference check;
  • High level of cultural, gender, race, nationality and age sensitivity and adaptability to be confirmed through the interview and reference check;
  • Excellent communication skills with ability to speak clearly and concisely to be confirmed through the interview;
  • Ability to work under pressure and adapt to different circumstances to be confirmed through the interview.

FINANCIAL PROPOSAL:

Consultants (facilitators) are expected to submit their proposal in line with the provided template in the announcement. Travel fees will be reimbursed as and when they take place in accordance with UNICEF rules and regulations.

PAYMENT SCHEDULE

The LTA to be signed will have a fixed fee rate for three years. However, UNICEF in Uzbekistan does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs.

CONTRACTS CREATED AGAINST THE LTA

Whenever facilitator services are required, details of the requirement/deliverables including quantities and deadlines will be presented to the top-ranking LTA holder. Should this consultant not be available for this assignment, UNICEF in Uzbekistan will contact the second ranked consultant and so on.

Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior commencement of work.

Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
