Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.
Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. How can you make a difference?
- A review of background activities toward field interventions, and the actual measures of interventions in the five project regions, namely: Afar, Amhara, Tigray, Oromia, and South Ethiopia
- The extent how design of the intervention is relevant to the national policy (HSDIP, 2023-2026 strategic objectives) and to the EU priorities in the Action Document
- Achieving the set of outputs and outcomes that are expected.
- Whether the CARE4Health project intervention complements and supports other efforts, avoiding duplication and enhancing overall impact in the target areas
- Professional capacity and the quality of inputs and activities managerial aspects of the project, including how the co-ordination is organized, how it organizes the teams, the set of skills required vis-à-vis the challenges,
- A detailed methodology for the review including a final refined set of review questions in consultations with the review team (UNICEF and EU).
- Field visits should be made to RHB, selected woreda health offices, health facilities, and at least two focal communities/sites in each of the five project areas.
Methods:
Project Management on this assignment will require the participation primarily of stakeholders where the key project management tasks have been handled.
An inception report is expected to outline an agreed assessment matrix summarizing the design, methodology, assessment questions, study sites, data sources, and collection analysis tool for each data source and the measure by which each question will be evaluated.
In this process:
- To use existing sources/information, data will be mainly collected from various information sources through a desk review that will include the comprehensive desk review and analysis of relevant documents, information, and data/statistics.
- Data will also be collected from stakeholders’ key informants through interviews, discussions, consultative processes, and observations in field missions.
- This phase will be comprised of (i) Review and analysis of relevant documents including federal, regional, zonal, and district-level project data, with periodic comparison (pre- and post-project) and data as well as the regular supplier report on project status, minutes & reports.
Geographic scope and timing
The assessment will be organized in all 5 regions of Afar, Amhara, Tigray, Oromia, and South Ethiopia in selected woreda where implementation of care4Health project is implemented. The selection of assessment sites will be as purposive and discrete as possible.
Additional instructions:
- It is desirable that data collection is done using pre-reviewed data collection forms and questionnaires.
- The contact information of key informants (FMOH/Regional/Zonal/Woreda staff, health care workers, trainees, and beneficiary communities) shall be systematically collected, to help UNICEF gradually build up a list of respondents for SMS Communications via a platform dedicated to this purpose.
- The selected individual shall respect the principles of neutrality, ethics, and professionalism.
- The selected individual shall plan in its proposal measures to mitigate the risks associated with (i) inaccessibility of certain areas because of insecurity, and (ii) the quality of the collaboration between the firm and the UNICEF implementing partners whose activities will be evaluated by the organization.

To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in International relations, political science, communications, international development, or another relevant technical field.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. - Have proven experience of at least 10 years in designing and conducting similar evaluations, surveys, and documentation.
- Public health academic background.
- 10 years’ experience in conducting public health quantitative and qualitative research.
- Familiarity with similar health or related project(s) or program(s) assessment or review is an asset.
- Have proven capacity to generate highly professional English language reports
- Have financial capacity enough to pre-finance the activities, including site visits
- Have English as a working language for the project management team. Amharic is compulsory for all other team members; knowledge of the local language is an asset for team members/monitors deployed to the field to ensure adequate interaction with the recipients on the ground.
- Previous experience in similar tasks in Ethiopia will be considered an asset.
- Experience with UNICEF and/or other UN/International Organizations is an asset.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
