UNICEF Country Office (CO) in Bosnia and Herzegovina (BiH), with the support of the European Union and in collaboration with the Office of the United Nations High Commissioner for Human Rights (OHCHR), is supporting the Ministry of Human Rights and Refugees of Bosnia and Herzegovina in the adaptation and localization of the National Recommendations Tracking Database (NRTD) for the needs of governments in BiH. The NRTD, developed and maintained by OHCHR, is a digital tool designed to improve the planning, monitoring, and reporting of human rights obligations to international and regional mechanisms, including the Committee on the Rights of the Child.
As a State Party to multiple human rights conventions under the United Nations (UN) and the Council of Europe (CoE), BiH is required to submit periodic reports on the implementation of its commitments. This initiative focuses on strengthening inter-institutional coordination, enhancing information management capacities, and supporting the MHRR and related institutions in their role as the National Mechanism for Implementation, Reporting, and Follow-up (NMIRF).
Purpose of Activity/Assignment:
Under the supervision of Child Rights Monitoring and Evaluation Specialist, and in close collaboration with the Office of the High Commissioner for Human Rights (OHCHR), the consultant will support the adaptation and localization of the NRTD. The NRTD operates on JavaScript and TypeScript technologies, primarily built with React.js and Next.js. The consultant will assist in addressing a backlog of feature improvements, particularly in optimizing the control panel to improve user workflows and experiences. The consultant will provide technical expertise to enhance the platform’s functionality, and interoperability, ensuring its effective integration into the human rights reporting processes of Bosnia and Herzegovina.
How can you make a difference?
Under the supervision of the Child Rights Monitoring and Evaluation Specialist, and in close collaboration with OHCHR, the Individual Consultant will:
Adaptation and Localization of the National Recommendation Tracking Database (NRTD):
- In collaboration with UNICEF and OHCHR, jointly develop the detailed work plan for the adaptation and localization of the NRTD for use by institutions in Bosnia and Herzegovina.
- Maintain regular communication with UNICEF and OHCHR as technical leads, and with the BiH Ministry of Human Rights as Refugees as key government partner, on technical and functional aspects of the NRTD.
- Participate in and contribute to regular coordination meetings with UNICEF, OHCHR and BiH Ministry of Human Rights and Refugees to track progress and resolve technical challenges.
Customize the NRTD Web Application for institutional use:
- Implement frontend-backend interactions of the NRTD web application using modern TypeScript and JavaScript, ensuring compatibility and integration with Next.js APP Router version.
- Customize and optimize PostgreSQL database interactions and ensure seamless ORM integration.
- Enhance user workflows and experience by optimizing the control panel.
- Ensure interoperability with human rights reporting methodology in BiH.
Testing, Compliance & Documentation
- Monitor the progress of the development and ensure alignment with agreed milestones.
- Conduct comprehensive functional testing, document and address identified issues.
- Verify and ensure that the code adheres to EU, UNICEF and OHCHR coding, data protection standards and best practices.
- Prepare and submit final technical documentation covering system updates, optimizations, and future maintenance guidelines.
- Provide recommendations for future scalability and sustainability.

The consultant is expected to use their own equipment, including computer and other necessary hardware and software, for delivering the assigned.
The consultant shall not make use of any unpublished or confidential information obtained during the assignment without prior authorisation from UNICEF. The products of this consultancy are not the property of the consultant and cannot be shared without the permission of UNICEF. The consultant shall respect the local norms and refrain from interfering in the country's political affairs. UNICEF remains the owner of the deliverables and UNICEF rules and regulations apply on intellectual property will be applicable where necessary.
Payments to the consultant will be based on the satisfactory completion of deliverables. UNICEF reserves the right to withhold all or part of the payment if the deliverables are deemed incomplete, unsatisfactory, or not delivered on time. Additionally, UNICEF retains the right to adapt and modify deliverables and deadlines as needed.
The assignment is scheduled to begin in April 2025 and should last until August 2025, with the approximate duration of 90 working days.
To qualify as an advocate for every child you will have…
- University degree in Computer Science, Information Technology
- Minimum 3 years of experience with various front-end web application developments
- Expertise using modern TypeScript and Javascript and have experience with Next.js and, ideally with the APP-router version
- Broad knowledge of SQL Databases and backend integrations
- Excellent interpersonal and communication skills, intercultural sensitivity
- Excellent attention to detail, organisational skills and discretion with confidential information
- Strong facilitation skills and ability to work independently and proactively
- Fluency in English and knowledge of Bosnian/Croatian/Serbian language considered an advantage

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
