The consultant will:

• Provide technical support to MILG and Regional Inter-Agency Monitoring Task Force (RIMTF) in the conduct of capacity enhancement, coaching and mentoring of LGUs to improve their performance on Child-friendly Local Governance Audit (CFLGA).

• Recommend strategies to streamline the performance monitoring of local government units, vis-à-vis child-related programmes and delivery of services.

• Map out the functional and expenditure assignments (regional and LGU levels) of the local governments and implications to services directly delivered by the social sectors (MOH, MSSD and MBHTE) to support the development of the BARMM devolution plan.

• Conduct policy review on child-friendly local governance and draft proposed policy guidelines to enhance child-friendly local governance audit, ensuring its alignment with the Bangsamoro Local Governance Code, most notably in mainstreaming children in the local development planning and budgeting process (i.e., comprehensive development plans, executive legislative agenda, AIP, PDPFP, etc.).

 

Scope of Work:

To achieve the above objectives, the consultant will be assigned to MILG to undertake the following in close coordination with MILG staff:
• Strengthen coordination with the RIMTF members, and other key stakeholders working on Child-friendly Local Governance in BARMM.
• Building on existing efforts of UNICEF, MILG and Regional Sub-Committe for the Welfare of Children in BARMM, develop a strategy on capacity building and coaching/mentoring using the CFLGA results and IMTF recommendation as basis.
 
• Map out the functional and expenditure assignments (regional and LGU levels) of the local governments and implications to services directly delivered by the social sectors (MOH, MSSD and MBHTE) to support the development of the BARMM devolution plan.
 
• Conduct consultations with LGU stakeholders, social sectors, civil society organizations and other relevant sectors.
• With MILG, support in the formulation of a regional policy to produce a working document to inform the devolution plan and strategy to local government units, ensuring child lens is included in participatory development planning, service delivery and policy making.
 
• Support MILG in the conduct of inventory policies and guidelines on child-friendly local governance and develop policy recommendations to enhance child-friendly local governance audit, including data management systems aligned with BAA No. 49.
 
• Recommend strategies to streamline the performance monitoring of local government units, vis-à-vis child-related programmes and delivery of services.
 
• Provide technical assistance in the conduct of capacity enhancement, supporting the MILG towards child friendly local governance.
• Submit regular (monthly) monitoring reports that capture the number of people reached under these undertakings which include consultations, regular meetings, coaching and mentoring, workshops etc.
 
 
Tasks:

- Inception Plan.

- Map out the functional and expenditure assignments (regional and LGU levels) of the local governments and implications to services directly delivered by the social sectors (MOH, MSSD and MBHTE):

  • Facilitate consultations with LGU stakeholders.
  • White paper to support the devolution plan.

- Conduct an inventory of policies and guidelines of child-friendly local governance.

- Accomplishment report:

  • Coaching and mentoring sessions with LGUs.
  • Regular coordination meeting with relevant stakeholders.

- RIMTF meetings.

 
Deliverables/Outputs:

- Inception report which details the approach, coordination, and timelines, including risk management.

- Draft white paper which details on findings related to functional and expenditure assignments (regional and LGU levels) and recommendations to devolution plan.

- Inventory of CFLG policies and guidelines in BARMM and policy recommendations.

- Accomplishment report includes coaching and mentoring sessions conducted together with MILG and/or RIMTF, recommendations on how to scale up UNICEF work around child-friendly local governance and systems strengthening in BARMM.

 
To qualify as an advocate for every child you will have…

Education:

  • University degree in relevant fields such as:  Economics, Social Welfare, Development Studies, Social Sciences, Public Management, Public Policy, and Information Technology.

Experience:

  • With a minimum of two (2) years of experience in project management and programme coordination related to social development programmes and/or governance.
  • Extensive background and experience in working and coordinating with the LGUs (preferably at regional and provincial government level).
  • Excellent track record in working/ collaborating with other national and sub-national government agencies, BARMM Ministries, Offices, and Agencies, and/or international/ local non-government organizations.
Knowledge/Expertise/Skills required:
 
  • Knowledgeable on local government planning and processes (particularly on local development planning, budgeting, and monitoring of LGU programs).
  • Familiarity in mainstreaming of child rights promotion and protection in the local development agenda; and or familiarity with local government work and operations.
  • Good analytical and writing skills particularly in developing documentation, progress reports and/or concept notes.
  • Demonstrated skills in technical writing, delivering briefings/training, and presentations.
Other competencies:
 
  • Ability to plan, coordinate and manage multiple activities and adjust to changing priorities.
  • With good communication and interpersonal skills, ability to work with people, sensitivity to partner’s needs and expectations, excellence in delivering quality results with a team.
