Purpose of Activity/Assignment

Over 7 million refugees from Ukraine have been recorded across Europe, with 4 million registered for temporary or similar national protection schemes. As of December 2022, Hungary has granted Temporary Protection to over 40,000 refugees from Ukraine, of whom 45% are children. Within this context, UNICEF Refugee Response (RRO) for Ukraine in Hungary has achieved over the past 2 years substantial milestones in the arena of social policy and social protection in partnership with the Government of Health, Municipalities and NGOs.

In view of lack of funding for the Ukraine emergency response, UNICEF has decided to gradually downsize its presence in Hungary, finalizing the activities planned per Refugee Response Plan and in alignment with UNICEF’s Core Commitments for Children in Humanitarian Action.

In this context, UNICEF is seeking a communication consultant to ensure a smooth transition and handover to the Hungarian authorities and partners.

This consultancy aims to facilitate a smooth closure and transition of the programme activities from the UNICEF Refugee Response Office to key stakeholders from the communication perspective, including organizing key handover events, producing multimedia content for documentation purposes, and liaising with governmental parties to ensure a smooth closure of the office.

Scope of Work

Under the direct supervision of the Emergency Coordinator of UNICEF Refugee Response Office, the consultant will support the following activities:

Support the documentation and systematization of key flagship programmes

  • Prepares 1 elaborate document in Hungarian language summarizing key programmes and achievements of the RRO Hungary.
  • Supports the CERF reporting for 2025 by developing a case study for donor reporting purposes
  • Develops 2 videos documenting the Budapest and Debrecen partnerships for primarily internal communication purposes.
  • Develops 3 documentation materials relating to Kék Vonal NGO, Mobile Teams for the partnership with the Municipality of Debrecen and o flagship interventions within the partnership with Municipality of Budapest.
  • Uploads multimedia assets onto UNICEF WeShare platform
  • Updates UNICEF regional and national website content.

Human Interest Stories and event organization support

  • Produces 1 compelling human-interest story on Early Childhood Development.
  • Develops social media posts and coordinated press release with the National Committee for the Children’s/CRC day

Liaise with government counterparts to ensure a smooth closure of the RRO programme in Hungary

  • Prepares a maximum of 6 official letters relating to the closure of the programme office.
  • Manages and responds to up to 10 media queries relating to RRO programmes and office closure

The consultancy is anticipated to span approximately 28 working days, starting from 15 November 2024 until 31 December 2024. The consultant needs to be based in Budapest, Hungary to attend events and meetings as necessary.

Consultant's Work Place and Official Travel

The Consultant will be home-based in Budapest.

As part of this assignment, some local travels are foreseen. The consultant will arrange her/his travel as and when they take place, and related costs will be reimbursed per UNICEF travel policy.

Travel Clause

  • All UNICEF rules and regulations related to travel of Consultants apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The consultant must be fit to travel, be in a possession of the valid UN BSAFE certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Please submit a professional fee (in USD) based on 28 working days to undertake this assignment, without travel fees as these will be reimbursed as and when they take place.

To qualify as an advocate for every child you will have…

Required:

  • Master’s degree in communications, social science or related fields.
  • At least 5 years of experience in communications and media engagement
  • Experience working in diplomatic relations
  • Experience in creating media friendly content, social media content, video, and design production
  • Experience with coordination of media, partners, and information management
  • Fluency in English
  • Fluency in Hungarian

Desired:

  • UNICEF experience will be considered an advantage
  • Ability to work in a multicultural, multi-ethnic environment, and maintain respectful working relations with sensitivity and respect for diversity
