For more than 70 years, UNICEF has been operating in Turkey and we have witnessed remarkable progress, especially in the area of education. Still, gaps and inequalities remain in Turkish education system and UNICEF continues to support to build institutional capacity in inclusive and quality teaching and learning processes and policies. This includes supporting the development of improved quality education standards and learning assessments; and contributing to strengthening pre-service capacity-building for education personnel in inclusive teaching that is sensitive to the needs of girls and boys and includes tailored approaches for vulnerable groups, such as distance-learning solutions to ensure continuity during emergency situations like the COVID-19 pandemic. UNICEF also contributes to evidence-based policy development on inclusive education and promote the engagement of families and communities to increase the demand for inclusive education.

Purpose for the job:
Education Officer, Digital Education (NOB), is responsible for the planning, implementation, monitoring and evaluation of the Digital Ecosystem for Teacher Training project activities in relation to digitalization, digital content development, platform development and establishment of teacher learning labs. The officer will support the development and preparation of the project deliverables in relation to digitalization, digital content development, platform development and establishment of teacher learning labs. S/he will work primarily in close cooperation with the Ministry of National Education, as well as other relevant project partners including civil society, knowledge institutions and the media; represent UNICEF in project meetings, trainings and other events. S/he will directly report to the Education Specialist NOC 87012 / Programme Manager.
 
Summary of key functions/accountabilities:

1. Support to project development and planning

  • Contribute to the development, design and management of Digital Ecosystem for Teacher Training project. Research and report on data for use in project development, management, monitoring, evaluation and delivery of results.
  • Support preparation of technical reports and provide inputs for project preparation and documentation ensuring accuracy, timeliness and relevancy of information.
  • Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical project transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluation of results.
  • Prepare required project documentation/materials to facilitate project deliverable review and approval process.

 

2. Project management, monitoring and delivery of results.

  • Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.
  • Suggest solutions on routine project implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in project monitoring and evaluation exercises, project deliverable reviews and project steering committee and management meetings with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
  • Monitor and report on the use of project resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare draft inputs for donor reporting.

 

3. Technical and operational support to project implementation

  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to all project partners and stakeholders, UN system partners and the donor on the application and understanding of UNICEF policies, strategies, processes and best practices on education related issues to support project implementation, operations and delivery of results.

 

4. Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts and project stakeholders through active sharing of information and knowledge to facilitate project implementation and build capacity of partners and stakeholders to achieve and sustain results on Digital Ecosystem for Teacher Training project.

 

5. Innovation, knowledge management and capacity building

  • Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of project partners and stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable project results.
  • Research and report on best and cutting edge practices for development planning of knowledge products and systems.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of project partners and stakeholders.

  • Education: 
     
    A university degree in education, psychology, sociology or another relevant technical field is required.
     
    An advanced degree preferably in computer and instructional system technologies is highly desirable
  • Work Experience:
     
    Minimum two years of professional experience in instructional systems technologies and other related areas is required.
     
    Professional work experience in digital instructional material deign, teacher education, and research.
     
    Experience working with government, EU and UNICEF is an asset.
     
    Analytical report-writing and presentation skills (both in Turkish and English).
     
    Effective interpersonal and communication skills, especially the ability to work with in-service teachers, teacher education programs, education policy makers, and Government officials.
  • Language Requirements: Fluency in English and Turkish is required.
