Established shortly after the war in Ukraine escalated in February 2022, UNICEF Refugee Response Office in Poland has been working together with civil society and government partners at the local and central levels to strengthen systems, expand and adapt existing services, support policy development, provide technical expertise and capacity building. Two years on, we continue to work together to ensure refugee children and adolescents in Poland continue learning, families stay healthy and safe, and that best interests of all children, including the most vulnerable, are always prioritized in decision-making. 

How can you make a difference? 

UNICEF has adopted the Harmonized Approach to Cash Transfers (HACT) as an approach for obtaining assurance that results have been achieved in line with resource utilization. It aims at managing risk related to cash transfers made to implementing partners in support of programme implementation, reducing partner transaction costs and allowing progressive use of national systems for management and accountability of results and resources.

The Programme Officer (HACT) provides professional financial, operational and administrative assistance throughout the programming process by preparing, managing and/or executing a variety of technical and administrative tasks to facilitate the effective implementation of HACT in line with the UNICEF HACT Policy and UNICEF HACT procedure.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: A university degree in one of the following fields: Development studies, International Development, Business Administration, Financial Management, Economics, Auditing, Project/Programme Management or another relevant technical field.
  • Work Experience: At least 2 years of relevant work experience in programme development/management, financial planning and management, or another related area.
  • Skills:
    • Very good knowledge of the Polish context around implementing partnerships management.
    • Proficient with systems and computer software particularly ERP/SAP.
  • Language Requirements: Fluency in English and Polish is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Desirables:

  • Relevant experience in a UN system agency or organization is considered as an asset.

  • Developing country work experience and/or familiarity with emergency.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF.
