BACKGROUND
Purpose of Activity/ Assignment:
Visual imagery is a cornerstone of UNICEF’s brand, fundraising, advocacy, and communications. To preserve audio, pictures, videos, stories and other data files collected by UNICEF since its inception, WeShare (UNICEF’s Digital Asset Management (DAM) platform) has been set up as a repository for this data. However, while digitalization and globalization have meant that people all over the world can experience UNICEF’s visual content – including those who the content represents – compliance with privacy best practices for the collection, storage, dissemination, and deletion of this data is critical to protect the privacy of its subjects. The Division of Global Communication and Advocacy (GCA) also receives queries from parties who may access the data in WeShare, such as journalists and implementing partners which relate to the lawfulness of their further processing of this media.
WeShare is built on Cortex (OrangeDAM) software and is crucial to the production and distribution of quality compelling content materials from UNICEF’s country offices and sudden on-set emergency materials aligned to UNICEF’s brand. UNICEF seeks the services of a Cortex (OrangeDAM) Software Implementation Specialist during a DAM platform compliance exercise. This is a part-time, hourly, consultancy for UNICEF Headquarters in New York, under the supervision of the Digital Asset Manager in the Global Content Strategy Section, Division of Global Communication and Advocacy.
Scope of Work:
Following a Data Protection Impact Assessment (DPIA) of WeShare, to identify areas of non-compliance, mitigation actions can be taken to ensure that processes around data held in WeShare aligns with privacy best practices. The Cortex Software Implementation Consultant will be responsible for improvements to the DAM platform by providing technical implementation, configuration, requirements analysis, and implementation strategies following the DPIA.
Terms of Reference / Key Deliverables:
Implement a deletion workflow (post-retention date) that balance the rights of data subjects with the historical and journalistic value of the data. Deletion workflow.

How to accept media from third parties to be included in the platform. Upload workflow for non-UNICEF assets.
Deadline: 07 June 2025
Implement how parties subject to the GDPR can lawfully use the media in WeShare. Digital Rights Management module.

How to label media generated by AI or indicate authenticity. Detection/labelling workflow.

Qualifications
Education:
Advanced university degree (Bachelors) in the area of Computer Science, Library and Information Science, Communication, History or other related degree.
Work experience:
Knowledge/Expertise/Skills required *:
- 5-year experience with Cortex (OrangeDAM) software by Orange Logic
- 8-10 years technical experience within digital asset management systems
- Experience implementing enterprise software projects.
- Analytical thinker who can translate stakeholder/business needs into implemented solutions.
- Proven technical skills and detail oriented.
Requirements:
Completed profile in UNICEF's e-Recruitment system and

- the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
- Any other estimated costs: visa, health insurance, and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
