The Public Partnerships Division is responsible for developing and strengthening public partnerships to support UNICEF’s work to protect the rights of every child.

The Public Partnerships Division’s International Financial Institutions (IFIs) Team supports UNICEF’s work by managing partnerships with IFIs including the World Bank Group, the International Monetary Fund, and Regional Development Banks, some of UNICEF’s most important and multi-faceted external partnerships.

In recent years, UNICEF dramatically scaled up its partnerships with IFIs – resulting in strategic and operational partnerships in every region in over 50 countries. This consultancy will support the expanding work of the PPD IFIs team with a focus on World Bank operational partnerships.

Scope of Work:

The consultant will work within the PPD IFIs Team to provide technical assistance to country offices on specific World Bank financed projects as well as develop tools to support enhanced operational partnerships with World Bank.  Overall, the work of the consultant will contribute to the implementation of the UNICEF IFI Action Plan which is a global plan outlining areas requiring increased internal focus to build capacity and support offices.

The primary deliverables of this consultancy are:

  1. Provision of technical support in the development and review of specific World Bank project required documentation. Specifically, project appraisal documents, budgets, environmental social commitment plans, financing/grant agreements, disbursement letters, environmental social safeguards instruments and project implementation manuals.
  2. Draft and finalize guidance and tools to support UNICEF offices in their collaboration with World Bank direct financing projects, including internal processes related to negotiations, budgeting, standardized content for World Bank required project documents.
  3. Develop and pilot a global approach to monitor performance of IFI-financed projects using existing UNICEF tools and easily available data.
  4. Undertake analysis to further elaborate a case for internal investment in UNICEF’s partnerships with IFIs as an input into PPD’s office management plan for the new UNICEF Strategic Plan.

The consultant will be required to develop and finalize all deliverables in a highly consultative manner with members of the PPD IFIs Team and other key internal stakeholders in HQ, regional and country offices. The consultancy will need the ability to be flexible to take into account time zone differences across UNICEF’s global operations.

 
 
It is not anticipated that the consultant will be required to travel. However, if the need does arise then the consultant will be required to make arrangements as per UNICEF’s policies.
 
                             

To qualify as an advocate for every child you will have…
 
  • An advanced university degree (Master’s or equivalent).
  • A minimum of 10 years of experience working in development and/or humanitarian contexts
  • Demonstrated ability of fostering public partnerships.
  • Professional experience implementing World Bank financed projects.
  • Experience implementing programmes in fragile conflict affected contexts.
  • Experience in developing guidance and training materials.
  • Knowledge of the UN system and humanitarian cluster system.
  • Fluency in English is mandatory. Fluency in other UN languages an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
