UNICEF has been present in Uruguay since 1992. Since then, it has provided technical cooperation and financial assistance to the Government and to the society in different areas to promote the rights of children and adolescents and generate opportunities for all of them to achieve the full development of their abilities. UNICEF work is based on a cooperation program that is agreed with the government every five years. A new cooperation program between UNICEF and Uruguay's Government started in March 2021.

UNICEF provides technical assistance and advice for monitoring, supporting and promoting children's rights on the following areas within the country:

  • Support policies to reduce levels of poverty affecting children with special focus on early child development.
  • Prevention of non-communicable diseases on children under five.
  • Improve graduation rates in upper secondary education.
  • Guarantee the access of children with disabilities to inclusive education.
  • Reduce the number of children and adolescents living in institutional care.
  • Prevention of violence against girls and boys.
  • Empower adolescents to participate in decision making processes.
  • Improve alternatives to deprivation of liberty for adolescents in conflict with the law.
  • Raise awareness about child rights among Uruguay's general public and the engagement of the private sector, civil society organizations (CSOs) and academic institutions in promoting, protecting and monitoring child rights.

 

How can you make a difference?? 

Under the supervision of the Fundraising Manager, NO-C, the Finance and Budget Associate GS6 will be responsible for executing a broad variety of procedural and specialized administrative tasks to support planning, budgeting, financial management and administration for the Fundraising department.

The position requires in-depth knowledge of UNICEF administrative procedures, processes and policies, ensuring compliance with UNICEF rules and regulations.

 

Key Accountabilities and Duties & Tasks

Summary of key functions/accountabilities:

 

1. Preparation and monitoring of annual workplan and budget

  • Provides support in the elaboration of annual workplan and budget, and in the monitoring of the implementation status, funding utilization, operational and financial closure.
  • Monitors budgets and financial expenditures for the Section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised for proper decision making and follow up.
  • Prepares and maintains records, documents and control plans for the budget monitoring of project/programme implementation.
  • Carries out transactions in SAP pertaining to grants for his/her section such as registering grant allotments and tracking expiring grants.

 

2. Support management, monitoring and reporting of fundraising income

  • Provides support in the preparation of the cash forecasting and income allocation proposal for the Country Office.
  • Ensures that fundraising income reconciliations are timely and accurately performed.
  • Ensures that all income transactions are properly registered in administrative and financial systems and bank accounts in accordance with the established procedures.
  • Monitors the income allocation processes.
  • Supports the preparation of annual and quarterly reports following HQ guidelines as well as other ad-hoc reports, in collaboration with supervisor and the Operations section.

 

3. Perform administrative and financial activities to support the fundraising operation

  • Facilitates the contracting process for services, goods, and consultants. This includes supporting the elaboration of TORs, preparing and filing documents, performing transactions in SAP, and making necessary logistical arrangements.
  • Supports the review of contractual terms and conditions of Fundraising contracts to ensure adherence of suppliers and consultants to UNICEF rules and regulations.
  • Proposes contracting alternatives and assists in the development of market assessments to identify new potential suppliers, according to the identified needs.
  • Carries out different financial transactions in SAP such as raising purchase requisitions, fund commitments, among others.
  • Coordinates and monitors payments against contractual obligations.

 

4. Overall support to fundraising operation and capacity building

  • Provides practical inputs to the Section for the implementation of UNICEF rules, regulations, policies and procedures, in close coordination with the Operations section.
  • Contributes to the improvement of the Section’s planning, budgeting and monitoring processes, ensuring effective income and expenditures control systems.
  • Keeps supervisor and Fundraising specialists abreast of potential problems, prepares reports on administrative and technical matters when required.
  • Liaises with Regional and HQ counterparts on different matters to ensure proper implementation of the Section’s workplan.
  • Supports capacity building and learning and development efforts for the Section.
  • Prepares required information and supports the implementation of other administrative and financial processes to effectively support the fundraising operation.

Minimum requirements:

Education: Completion of secondary education is a requirement. University studies in business administration, finance, accounting, economics, budget, planning or any other related field is an asset.

For this position, a bachelor’s degree from a recognized academic institution in a relevant field may replace three years of related work experience and a master´s degree may replace an additional two years.

Work Experience: A minimum of six years of relevant work experience in administration, finance, accounting, budget analysis and/or planning is required.

Language Requirements: Fluency in Spanish and Intermediate English is required.

Desirables:

  • Developing country work experience and/or familiarity with emergency.
  • Strong organizational, planning, and prioritizing skills and abilities.
  • High sense of confidentiality, initiative, and good judgment.
  • Ability to work effectively with people of different national and cultural backgrounds.
  • Training and experience using Microsoft Office tools (Word, Excel, PowerPoint, SharePoint).
  • Strong office management skills.
  • Knowledge of SAP is an asset.
