Background and Rationale The Central African Republic has suffered from an acute and protracted crisis since 2013, the result of civil unrest, internal warfare, violent conflicts, as well as natural disasters (flooding) and the ensuing related displacement and often trauma for the civilian populations. All of this has directly contributed to the country's development indicators being among the worst globally. The extended duration of the crisis has meant that CAR has progressively slipped in among the forgotten crises, becoming a decreasing priority for donors and investors both in the humanitarian and in the development sectors. The Country's political global alignment over the past 24 months, as well as new emergencies at the global level, have further accelerated the trend of decreasing resources to CAR by key donors – whether by direct contribution to the Government or via the UN Agencies. The country does not have a champion supporting and financing its evolution out of its systemic fragilities. Furthermore, increased stability in more areas of the country, while other areas remain hot-spots prone to shocks triggered by violent conflicts and/ or natural disasters, has given the country a "leopard skin" characteristic, mixing areas stabilized and ready to move towards development and areas still requiring humanitarian assistance and fast-tracked emergency response. The combination of all these factors risks slowing down and even hindering the country’s resolve to progress along the humanitarian peace development nexus, because humanitarian donors are generally decreasing resources for CAR, while the confidence of developmental donors is yet not sufficiently strong to step in and step-up investments in the country. Against this backdrop, UNICEF CAR is determined to rise to the challenge and pursue an adequate income for meeting its programmatic obligations against the current Country Programme (2023-2027) and under the HAC appeal for 2024; and ultimately to fulfill our UNICEF mandate in the best interest of children in CAR. The country office also developed the Resource Mobilization, Partnerships and Leveraging Strategy 2023-2027 and its Action Plan, which were formally adopted in August 2023. |
Accordingly, the hiring of an experienced, qualified consultant, with knowledge of UNICEF and of the subject matter, is required to support the UNICEF CAR Partnerships Section to uphold quality reporting to donors during one of the busiest period in terms of reporting in between end of January and April 2-25.
How can you make a difference?
Within the scope of work of Partnerships, Resource Mobilization and Management, Donors' Engagement, including reporting and within the delegated authority and under the supervision of the Partnerships Manager, the Consultant Partnerships and Reporting will support the UNICEF CAR Partnerships Section fast track the implementation of some key components of the Resource Mobilization Action Plan 2023-2024 as well as support the Section's work on reporting to donors and related knowledge management. To qualify as an advocate for every child you will have…
- Advanced university degree in one of the following fields: Social Sciences and related technical fields, International relations, political science, communications, international development, or another relevant technical field.
- A minimum of 8 years of professional experience in one or more of the following areas is required: Resource mobilization, external relations, communication.
- Knowledge and experience on donor reporting, development of proposal and/ or other communication material for donors and/ or fundraising events.
- Experience with setting up/ organizing office internal knowledge management systems and SOPs.
- Previous working experience with UN Agencies, ideally with UNICEF, including in context of supporting humanitarian and emergency response.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
