How can you make a difference? 

Objective:

To provide professional technical, operational, and administrative assistance throughout the programming process for the development, implementation, and monitoring of digital health systems and interventions aimed at improving the health and well-being of children and women in Egypt. The consultant will manage the implementation lifecycle of critical digital health platforms and infrastructure, coordinate the national digital health strategy, and facilitate capacity building within the Ministry of Health and Population (MoHP) and its entities.

Methodology:

The consultant will be based in Cairo and will collaborate closely with the Ministry of Health and Population (MoHP) at all administrative levels (from Primary Healthcare Units (PHU) to the central MoHP technical departments), and other implementing partners including but not limited to the University of Oslo, WHO and other partner agencies, Vendors providing technical services. The consultant will drive the implementation of key digital health initiatives, contribute to evidence generation, and strengthen partnerships within the digital health ecosystem. The role requires a blend of public health knowledge, digital technology expertise, strong project management skills, and coordination abilities.

Key responsibilities will include:

  • Managing the end-to-end implementation lifecycle of the District Health Information Software 2 (DHIS2) within government entities under the leadership of the Egyptian MoHP, focusing on primary and preventive services across all administrative levels.
  • Overseeing the implementation of the medical waste management information system funded by UNICEF.
  • Managing and deeply coordinating the implementation of two data centers provided by UNICEF to the MoHP.
  • Supporting the development and implementation of Egypt's national digital health strategy in close cooperation with the MoHP, WHO, and other key partners.
  • Coordinating relevant capacity building programs for various MoHP teams in the digital transformation sector.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

The consultant will collaborate closely with UNICEF's Child Survival and Development team, as well as the Supply teams and partners, to achieve the following activities:

1. DHIS2 Implementation Management:

  • Lead and manage the entire implementation lifecycle of the DHIS2 platform within MoHP government entities, specifically for primary and preventive health services.
  • Ensure DHIS2 deployment covers all administrative levels, from PHUs up to the central MoHP.
  • Coordinate with the University of Oslo and dedicated implementing partners to ensure successful technical setup, configuration, and data migration for DHIS2.
  • Develop and monitor detailed DHIS2 implementation plans, including timelines, milestones, and resource allocation.
  • Support the needs assessment, procurement service of ICT assets to ensure the system is deployed smoothly.

2. Medical Waste Management Information System Implementation:

  • Manage the implementation of the UNICEF-funded medical waste management information system.
  • Coordinate with relevant stakeholders within MoHP and implementing partners to ensure effective system design, development, testing, and deployment.
  • Monitor progress and address any challenges to ensure a timely and effective roll-out of the system.

3. Data Centers Management and Coordination:

  • Manage the implementation and provide deep coordination support for the establishment and operationalization of two data centers provided by UNICEF to the MoHP.
  • Oversee project plans for data center setup, including infrastructure, hardware, software, and connectivity.
  • Ensure alignment with MoHP's IT policies and national digital infrastructure strategies.

4. National Digital Health Strategy Coordination:

  • Coordinate UNICEF's contribution to and alignment with the development and implementation of Egypt's national digital health strategy.
  • Facilitate dialogue and collaboration between the MoHP, WHO, and other relevant partners on strategic planning and policy development in digital health.
  • Support the formulation of strategic priorities, roadmaps, and investment plans for digital health at the national level.

5. Capacity Building Coordination:

  • Coordinate the design, planning, and execution of relevant capacity building programs in the digital transformation sector for various MoHP teams.
  • Identify training needs, develop training modules, and facilitate workshops on digital health tools, data utilization, system maintenance, and digital literacy.
  • Ensure sustainability of capacity building efforts within MoHP structures.

6. General Digital Health Program Support & Reporting:

  • Support the assessment of the existing digital health landscape, tools, and platforms in Egypt, identifying opportunities for UNICEF engagement.
  • Contribute to the development of digital health components within the Annual Work Plans (AWPs), and other programme documents.
  • Assist in the preparation of technical reports, briefing notes, and documentation related to all digital health initiatives.
  • Work closely with programme colleagues and implementing partners to monitor the progress and compliance of digital health initiatives, ensuring adherence to UNICEF rules and donor commitments.
  • Support the collection, analysis, and reporting of data on digital health program indicators.
  • Participate in relevant inter-agency and sectoral coordination mechanisms on digital health programs.
  • Identify and promote innovative digital health approaches and good practices within the country office and with partners.
  • Support the documentation and dissemination of lessons learned and best practices from digital health interventions.

Consultant will provide interim progress reports on different deliverables elements including a log of major activities and progress, implementation on a monthly/quarterly based according to previous period plan and implemented activities against the deliverables area of work including documentation of activities, meeting minutes, achievements, constraints and recommendations, plans for the next period. The report structure will be agreed upon collaboratively.

Conditions of work:

Place of work: The consultant will work remotely with expected frequent presence in UNICEF office in Cairo, any travel outside greater Cairo will be compensated as per UNICEF policies and Procedures. Payments are made upon satisfactory delivery of acceptable reports based on agreed work plan. This assignment requires full time commitment.

To qualify as an advocate for every child you will have… 

-A university degree (bachelor’s or higher) in one of the following fields is required: Digital Health, Health Informatics, Information Technology, Computer Science, Public Health, Bio-medical Engineering, General Medicine, Health Research, Global/International Health, Health Policy and/or Management, or another relevant technical field.

-A minimum of Ten (10) years of professional experience in public health programming, with a strong focus on or demonstrated interest in digital health, health informatics, or the application of technology in the health sector is required.

-Proven experience in managing the implementation of health information systems, preferably DHIS2.

-Experience with medical waste management information systems or similar environmental health information systems is highly desirable.

-Demonstrated experience in overseeing IT infrastructure projects, particularly data center deployment.

-Familiarity with digital health trends, technologies (e.g., mobile health, data analytics, telemedicine, health information systems), and their application in low-resource settings.

-Knowledge of the Egyptian health system and its digital health landscape is a significant asset.

-Proficiency in relevant software applications (e.g., Microsoft Office Suite, data analysis tools).

-Fluency in both written and spoken Arabic and English is a must. Good presentation, communication, and writing skills are also essential.

-Excellent command of project management (technical, administrative and financial monitoring) for complex digital initiatives.

-Proven ability to work effectively with government counterparts (especially MoHP), UN agencies, and other national/international implementing partners (private sector vendors and ICT suppliers, University of Oslo).

-Demonstrated experience in designing and coordinating capacity building programs in digital transformation.

-Experience working with international organizations or donor-supported programs (UN agencies, NGOs) is highly desirable.

-Strong analytical and problem-solving skills, with the ability to interpret and synthesize complex information.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
