    OIAI is seeking a consultant for the Strategy, Intake and Analysis unit (SIA) to support OIAI’s engagement with internal UNICEF and external stakeholders, including donors in particular, regarding the office’s oversight activities. The consultant will prepare standard reports to donors concerning fraud and SEA matters, as part of the implementation of the Policy on Disclosure of Integrity-Related Information to Public Sector Resource Partners. The consultant will collect, organize and analyze data and case information related to specific donor and resource partner-related issues with a view towards carrying out reporting exercises; reviewing and preparing responses to requests from donors; and proactively support in resolving disclosure-related issues to ensure greater efficiency and consistency in OIAI’s approach to information-sharing. Under the supervision of the Investigation Manager (Donor Reporting and Compliance), the consultant will support coordination and communication with relevant UNICEF offices at country, regional and headquarters regarding information sharing with donors. The consultant will be supervised by the Investigation Manager (Donor Reporting and Compliance) and all work products produced by the consultant as a result of their engagement with UNICEF will remain the property of UNICEF.

    Under the supervision of the GBViE Specialist, the consultant will be responsible for the following areas of work (specific deliverables further outlined in the table below): • Develop a framework and support capacity building for UNICEF’s programmatic approach on supporting survivors who become pregnant and children born as a result of conflict-affected sexual violence; • Support finalization of the sample donor proposal – and related capacity building - on GBV/cash integrated programming; • Map out new opportunities for resource mobilization and develop materials to apply for new funding; • Organize internal information sessions with colleagues working across other parts of UNICEF (PPD, PFP, EMOPS, Gender, etc.) to socialize available GBViE assets for resource mobilization. The consultancy will be home-based with potential travel to emergency-affected contexts relevant to the above tasks, as needed. There is currently no sufficient funding to cover all planned activities. Some deliverables are planned to be completed if additional resources become available.

Under the supervision of the Chief Field Office in Honiara, and with technical guidance from the Chief of Child Protection in Suva, the Specialist will lead the development, implementation, monitoring, and evaluation of child protection programmes in the Solomon Islands. This role offers a unique opportunity to shape a multi-dimensional programme, including: • Strengthening national child protection systems • Advancing community-based approaches in remote areas • Leading emergency response efforts, particularly those related to climate change The Specialist will serve as the programme lead, working directly with the relevant Government line ministry at the national level, and will also supervise UNICEF national child protection staff.
