Following eight consecutive years of economic contraction in the Bolivarian Republic of Venezuela, since 2021 there has been some macroeconomic stabilization, with moderate economic growth expected until the end of 2022. Despite this positive economic outlook, the simultaneous impacts of chronic inflation, global economic instability, sociopolitical tensions and natural hazards aggravated by climate change continue to disproportionally affect children’s lives and their futures.

UNICEF Venezuela Country Office (VCO) has been working to respond to the most pressing needs, while taking strategic steps to strengthen a sustainable and development approach in its activities in the country.

UNICEF Venezuela’s capacity to manage the programme is grounded in a long track record and tradition in the country, since 1967. Over the last years it has become increasingly difficult to mobilize multiyear and flexible humanitarian and development resources for the implementation of UNICEF programmes globally. In line with UNICEF global Resource Mobilization Strategy 2022-2025, UNICEF Venezuela will aim at advocating and leveraging resources for children, and fundraising for UNICEF Venezuela programmes through a diversified portfolio based.

The main goal of the UNICEF Venezuela Resource Mobilization and Partnerships Strategy is to position UNICEF Venezuela as a partner of choice for children's rights among donors, UNICEF requires a Resource Mobilization Specialist who could provide advice for the implementation of the VCO Resource Mobilization Strategy and push its PFP/National Committees component. The incumbent will report to the Representative at VCO.

How can you make a difference?

Under the general guidance and supervision of the Representative, the Resource Mobilization Specialist (P3) is responsible for support to overall resource mobilization activities and leading on ensuring quality donor contract management and reporting, in close coordination with the programme teams. This includes: developing a fund-raising strategy, coordination of fundraising efforts; development and maintenance of information systems, including tracking of the funding pipeline, trends and gaps; donor liaison; and the consolidation and timely submission of donor reports for the Country Programme. This role also ensures the timely preparation and dissemination of briefing documents and reports in support of the UNICEF mission in the country.

Key Functions, Accountabilities and Related Duties/Tasks

Donor identification, information and analysis

Monitor, analyse and gather intelligence of donors and funding trends, and support identification of funding opportunities for UNICEF Venezuela programme.

Fundraising information and knowledge management systems

Develop, maintain and update information and knowledge management systems to support effective fundraising, in particular pipeline information and trends, donor report tracking and monitoring, and donor contract management requirements.

Planning and strategy

Support the development and implementation of overall country fundraising strategy in collaboration with the Representative and programme sections.

Donor engagement and relationship management

Work with Representative's office to strengthen donor relations in-country through face-to-face meetings, organizing donor visits to programme areas and planning special events to highlight joint work and missions. In collaboration with PPD and PFP, nurture donors' interest in programmes in Venezuela and develop donor relations contact lists/databases, donor profiles, their priorities and interests to sustain high-level advocacy and fundraising efforts by the country office leadership.

Communications

In collaboration with programme and communication teams, prepare briefs, communications materials and products, and up-to-date capacity statements in support of resource mobilization activities and relationship management efforts.

Donor proposals/submissions

In collaboration with program teams, coordinate and support the delivery and review of donor proposals and related submissions in line with overall agreed quality standards. Develop and implement an effective system for tracking the receipt, allocation and use of funds for country programme and for humanitarian action and ensure accurate requirement of funds, receipts, and gaps that are verifiable across financial and reporting systems.

Donor reporting and contract management

Lead on the coordination, preparation, quality assurance and timely delivery of donor reports and related contract management submissions in line with agreed overall standards and relevant external donor requirements. Ensure  effective  collaboration among sections and field offices to build consensus on donor reporting strategies, including the development  of dashboards, performance  reporting and performance  management on donor funds  entrusted with various sections and field offices and bring to the attention of the senior management and country management team issues of critical nature requiring collective action and decision.

Capacity building

Build capacity of programme staff to raise funds, understand donor requirements, and deliver effective donor reports and submissions.

Internal Liaison

Maintain effective internal relationships/liaise effectively with programme teams, regional office, and PPD on partnership issues.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Science, Public Relations, International Affairs or any other related field.
  • A minimum of 5 years of relevant professional experience in the above field. Work experience with fundraising and contract management and coordinating multi sector donor proposals and reports.
  • Demonstrated experience in coordination and reporting writing.
  • Proficient in use of MS Word, Excel and other related software packages.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Spanish is required. Knowledge of another official UN language (Arabic, Chinese, French, or Russian) or a local language is an asset.
