| Under the supervision of a Contracts Specialist from the Digital Supply Unit, the Senior Consultant will lead and advise on large-scale procurement initiatives for Internet connectivity and associated services for schools and healthcare centres, primarily for the African continent, in compliance with Giga’s technical requirements and local country’s expectations. This role requires a strategic thinker and execution-oriented professional with deep knowledge of the public procurement lifecycle, connectivity service specifics and challenges, vendor negotiation, and compliance with regional and international procurement standards. |

| The Quality Review of the Country Programme Planning process (CPP) aims to assess the extent to which the purpose, rationale, and practice of the new CPP guidance have been understood and integrated by Country Offices. More deeply, the quality review aims at assessing the extent to which the new country programmes enable and plan for programming for scale and impact and for leveraging partnerships towards the achievement of higher-level results.
Therefore, elements to be assessed will include not only the adherence to the guidance (in terms of steps, processes, and templates) but also the application of its key principles, such as:
- Shifting towards more purposeful, effective and strategic planning at the country level, using high-quality analysis to shape programme choices
- Designing adaptive country programmes that contribute to outcome-level changes in the lives of children, by responding effectively and at scale to the most critical child rights’ deprivations (programming for scale and impact)
- Linking the Theories of Change with the evidence gathered in the Evidence Synthesis
- Identifying relevant systemic changes and appropriate interventions in the ToCs
- Connecting the Results and Resources Plans with the ToC’s interventions and systemic changes
- Harmonising Humanitarian and Development analysis and planning
- Better integrating risk analysis and management throughout the process
- Leveraging of a diverse set of partnerships towards the realisation of higher results for children
- Better reflecting on government and partners’ contributions (including the private sector) and commitment in line with National Development Plans
- Ensuring effective participation of key stakeholders at the critical steps of the planning process, as appropriate to the country's context |
