NATIONAL consultancy for Development of Standard Social Health Protection Benefit Package and Costing Model for Universal Health Coverage (UHC) in Cambodia, Phnom Penh, Policy and Public Finance for Children, 3.8 months (Remote with trip)

| Cambodia has made significant strides in improving health outcomes and expanding access to healthcare. However, challenges such as high out-of-pocket expenditures, limited population coverage, and disparities in service access persist. In response, the Royal Government of Cambodia adopted the UHC Roadmap 2024–2035, committing to achieving Universal Health Coverage (UHC) by 2035.
The purpose of this consultancy is to develop a standard social health protection benefit package and an accompanying costing model that enables scenario-based planning for UHC implementation in Cambodia. The consultancy will support the government with the following two main objectives:
• Develop a standard social health protection benefit package that harmonizes and builds upon existing schemes, such as the National Social Security Fund (NSSF) and the Health Equity Fund (HEF), including the design of provider payment mechanisms and distinction between basic and extended benefit packages
• Develop a costing model for the standard social health protection benefit package, including models for payment rates with and without medicines, to inform resource allocation and financing planning for UHC implementation. |

| The main purpose of this consultancy is to propose improvement in the design and implementation of the performance informed budgeting and also development of the cost efficiency review framework in line with the final phase of Public Financial Management Reform Programme 2023-2027 (PFMRP Phase 4) and national budget system reform strategy 2025-2028.
This assignment focuses primarily on the national-level budget, covering central ministries and their corresponding provincial line departments. The consultancy will involve a desk review of key budget and planning documents, including, but not limited to, the PIB Guideline, Annual Performance Plans, Performance Agreements, Budget Strategic Plans, Programme-Based Budgeting documents, the Monitoring and Evaluation Framework of the Pentagonal Strategy Phase 1 (PS1), and the National Strategic Development Plan (NSDP).
The review and assessment will concentrate on selected line ministries, to be identified by the Ministry of Economy and Finance, and is expected to include approximately five to ten ministries. |

| The Education Specialist (Learning Assessment) will provide high-level technical assistance and strategic support to advance UNICEF’s global agenda on learning assessment, with a particular focus on early learning and foundational learning. The role supports UNICEF Country and Regional Offices, governments and partners to strengthen national learning assessment systems and their use for informing sector policy, planning, financing, school monitoring and classroom instruction to improve learning outcomes. Based in UNICEF’s Centre of Excellence in Bangkok, the position contributes to global standard-setting, development of methodologies, partnerships and evidence generation to promote equity-driven, inclusive and actionable learning assessments. The role also supports the implementation of UNICEF’s Every Child Learns Education Strategy 2019–2030 and the UNICEF Strategic Plan 2026–2029, helping countries strengthen education systems and improve learning outcomes for children and adolescents. |
