| UNICEF Romania invites qualified candidates to express their interest to be included in the roster of consultants for child rights monitoring specialists. They might be contracted to provide technical assistance/advice to UNICEF in delivering specific products in relation with the three areas mentioned above.
The purpose of this consultant roster is to engage professionals with relevant expertise who can be deployed on short-term assignments to provide technical assistance/advice across a broad range child rights monitoring work. The roster will allow for rapid mobilization of expert services in accordance with the programming needs.
Specific deliverables will be developed for each future collaboration opportunity. |

| UNICEF supports governments to plan, finance, and deliver climate-resilient basic services and community resilience measures that reduce risks to children. As the pipeline of climate finance project ideas expands, many Country Offices and government partners require specialised support for proposal development, coordination, documentation, results frameworks, and compliance with donor requirements.
To respond to this growing demand, UNICEF is establishing a Global Roster of Climate Finance Expert Consultants. The roster will play a central role in supporting the CoE’s Climate Finance Area during its inception phase by providing Country Offices with timely access to specialised expertise. Consultants will support UNICEF teams to navigate complex donor project cycles efficiently, while ensuring consistency, quality, and on-time delivery of climate finance proposals. |

| In partnership with the South African Department of Basic Education (DBE), The Education Outcomes Fund (EOF) launched the South Africa ECCE Outcomes Fund (“Fund 1.0”) in December 2025. Over three years, five implementing partners (IPs) will open around 1.4k new Early learning programmes (ELPs) and support around 600 existing ones throughout the country. The Outcomes fund is a form of outcomes-based financing, wherein payment to IPs is dependent on their progress towards pre-specified target outcomes. Under this model, EOF, IPs, and pre-financers providing working capital and performance management to the IPs, will frequently collect monitoring and evaluation data related to the interventions.
Fund 1.0 was developed as a way to learn about how to improve ECCE quality, to provide space for innovation, and as an opportunity for the DBE to broaden partnerships with non-state ECCE providers. Towards the scaling objectives of the 2030 ECD strategy and as outlined in the Bana Pele Blueprint, the DBE and EOF are interested in surfacing learnings from Fund 1.0 to inform the design of a future outcomes fund (“ELP Fund 2.0”). To support that effort, EOF is looking to collaborate with a consultant who will serve as a full-time member of the South Africa country team, to lead the learning, scaling, and evidence synthesis agenda for Fund 1.0. |

| The Global Roster of Disaster Risk Reduction (DRR), Early Warning Systems (EWS), and Anticipatory Action (AA) Experts will support the Climate Resilience Centre of Excellence (CoE) during its establishment phase by strengthening UNICEF’s technical capacity on child-sensitive disaster risk management. Consultants on the roster will support UNICEF Offices and government partners to design, implement, and scale child-responsive DRR programmes that effectively integrate early warning systems and anticipatory action. |
