International Reproductive, Maternal, Newborn and Child Health Consultant

| Under the supervision of the Chief of Health, UNICEF Lao PDR, and in close collaboration with the Health Section and Social Policy Section, the Lao Statistics Bureau (LSB), relevant Ministry of Health departments including the Nutrition Center, and WHO, LuxDev and other RMNCH partners. Regular progress updates will be provided through Bi-weekly coordination meetings and Written progress updates aligned with key milestones.
This study will apply a mixed-methods approach combining secondary quantitative analysis with primary qualitative research to identify the causes, bottlenecks, and inequities driving preventable maternal, neonatal, and child morbidity and mortality in Lao PDR. The analysis will be guided by an equity lens and structured around the Four Delays Model across the RMNCH continuum of care.
The consultant will:
• Analyze recent national data (LSIS III, LECS, and other relevant sources) to identify patterns, disparities and risk factors across the RMNCH continuum of care;
• Examine bottlenecks using the Four Delay Model to understand barriers in care-seeking, access, quality and referral;
• Triangulate quantitative findings with qualitative evidence from key informants and communities;
• Generate practical, policy-relevant recommendations to inform the RMNCAH Strategy 2026+, UNICEF programming and partner investments. |

National Consultant on Strengthening Mental Health and Well-Being of Children and Adolescents in Kazakhstan (Office based) Req# 590714

| The consultant’s work will contribute to the preparation, adaptation and piloting of adolescents mental health interventions in 3 regions to help the central and local authorities to streamline the existing system. The overall programme is expected to strengthen the capacities of approximately 50,500 specialists across the education and health sectors, reaching an estimated 140,000 adolescents aged 10–17. In addition, up to 10,000 adolescents with mental health concerns or risk of suicidal behaviour are expected to be identified, referred and supported through evidence-based care pathways. The consultant will support the adaptation, regional implementation and evidence generation required for establishing a proven, sustainable and cost-effective national model for mental health promotion and suicide prevention. |
