| The EU SARAH programme and GAVI HSS3 programme (2025–2026) support the strengthening of Sexual, Reproductive, Maternal and Child Health (SRMCH) services and primary health care systems through State Primary Health Care Development Agencies (PHCDAs). As part of these initiatives, the Harmonized Approach to Cash Transfer (HACT)/Implementing Partnership Management (IPM) team will provide financial management system strengthening support to PHCDAs in EU SARAH states (Adamawa, Kwara, and Sokoto) and GAVI Health System Strengthening 3 (HSS3) states i.e. Bayelsa, Kano, Kebbi, Kaduna, Sokoto, and Zamfara). To support the effective delivery of this work, a Financial Management Consultant is required. |

| The EU launched the programme titled ”Strengthening Access to Reproductive and Adolescent Health (SARAH)" in Nigeria in 2024 to contribute to sustainable demographic transition and Universal Health Coverage by supporting gender and adolescent-responsive integrated Sexual, Reproductive, Maternal and Child Health in three states namely Adamawa, Kwara & Sokoto.
As an integral part of health system strengthening initiative, the HACT team will be providing financial management system strengthening support to the three PHCDAs in Adamawa, Kwara & Sokoto respectively. To provide effective technical support to Adamawa state Ministry of Health (MOH) and Primary Health Care Development Agency (PHCDA), a FSS Associate consultant needs to be recruited accordingly. |

| Under the supervision and guidance of the supervisor, the Programme Associate (G‑6) role provides a broad range of programme, administrative, HACT and procedural support to facilitate the delivery of the programmes. Working as a hub of two Programme Assistants, the incumbents are expected to facilitate the implementation, monitoring, and delivery of programme results by ensuring the timely and effective execution of tasks aligned with UNICEF rules and regulations. Incumbent exercises judgment, anticipates needs, and recommends actions that contribute to programme planning, implementation, and reporting results.This requires them to liaise regularly with multiple units within the office —Programme sections, Operations, Finance, Supply—and with external partners (government ministries, NGOs, donors). Given recent advances in the development and use of digital systems, including those based on AI, incumbents will also be required to promote the use of such systems to create efficiencies and streamline repetitive tasks. |

| The Chief, Nutrition reports to the Deputy Representative for general guidance and direction. The Chief is responsible for managing and supervising all stages of the nutrition programme, from strategic planning and formulation to delivery of results. The Chief is also responsible for leading and managing the Nutrition team, along with strong collaboration with the Health and WASH sections on CSD imperatives, and other sections on cross-sectoral programmes. The Chief is accountable for ensuring that concrete and sustainable results in maternal, infant and child nutrition programmes are achieved in accordance with plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework. |
