The Digital Advocacy and Communications consultancy will be critical in implementing and scaling UNICEF Ghana’s U-Report platform while supporting donor visibility through multimedia and social media content production. U-Report is UNICEF’s youth engagement platform that empowers young people to share their voices, access information, and mobilize for action. U-Report Ghana will engage youth aged 13-24 through interactive tools such as polls, chatbots, and quizzes. The Consultant will oversee strategy implementation, ensuring that youth participation is meaningful and contributes to decision-making at the national. This includes developing annual activations, fostering collaboration with UNICEF program sections and partners to influence policy and programmatic decisions, and aligning activities with global advocacy priorities. Safeguarding, data privacy, and ethical youth participation will also be prioritized, ensuring that engagement adheres to UNICEF’s child protection policies and global guidelines.
The Consultant will focus on advocacy, communication, and stakeholder engagement. This includes amplifying U-Report data and activities through UNICEF Ghana’s campaigns, producing youth-driven content, and strengthening visibility of the U-Report brand. The Consultant will support UNICEF Ghana’s donor visibility through strategic communication activities. The consultancy entails mobilizing communication resources to highlight impactful UNICEF programs, facilitating content gathering, and producing compelling multimedia packages, including videos, human-interest stories, and social media posts. The consultant will collaborate closely with country offices, regional teams, and headquarters divisions to ensure consistent and effective communication that supports fundraising initiatives.
Key deliverables include the development of donor communication materials, maintaining the website and digital platforms. The Consultant will coordinate with programmatic and partnership teams to support in tracking, planning, and executing donor content gathering missions' visits, and providing inputs of the Advocacy and Communication section in donor reports. The consultant will ensure compliance with UNICEF’s communication standards.

1. Development and implementation of donor visibility plan encompassing strategic digital communication and reporting.

To qualify as an advocate for every child you will have…
Minimum Education Requirements:
An advanced university degree (Master’s level) in one of the following: Communications, Marketing, Journalism, International Relations, International Development or in a related field.
Experience/Knowledge/Expertise/Skills required:
- At least two (2) years of relevant professional work experience in advocacy/ campaigning and communications (including digital) focused on young people is required.
- Experience in supporting the development and implementation of youth engagement strategies, with specific, measurable and timebound objectives and performance indicators.
- Demonstrated experience in supporting and/or managing projects to completion, including developing and implementing clear processes.
- Demonstrated experience in designing content for youth audiences and/or community moderation of youth focused platforms.
- Knowledge of children’s rights, public policy, international development and humanitarian issues.
- Knowledge of child safeguarding and ethics of working with children and youth.
- Experience working for an advocacy or campaigning organization e.g. national or international NGO, UN or other multilateral organization is an asset.
- Experience in supporting training and facilitation is an asset.
- Experience working in a developing and emergency environment is an asset.
- Knowledge and experience of U-Report platform.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
