For every child, the right to Education
To support building the evidence base of Generation Unlimited partnership initiative in China, on the theme of “Building an Inclusive Tech-Driven Future with and for Girls and Youth with Disabilities”, the consultant will carry out a rapid survey and analysis between October 2025 and February 2025 to inform the design and implementation of the partnership initiative. This survey will target relevant networks of partners, including technology firms, disability organizations (DPOs), youth organizations, universities, and government stakeholders—already engaged in disability employment and inclusion. The work will focus on capturing partner perspectives on inclusive hiring, training, and support mechanisms for youth with disabilities, with gender considerations systematically integrated.
How can you make a difference?
The analysis will aim to identify and articulate on the following:
- Identify key challenges and needs of adolescents and youth with disabilities for digital employment inclusion, including gaps in skills, career pathways, psychosocial support, empowerment, and protection;
- Current initiatives and good practices among partners in supporting digital skills and employment opportunities for adolescents and youth with disabilities;
- Gaps and barriers faced by partners in implementing inclusive employment strategies, to ensure, particularly for girls and young women;
- Identify key challenges and needs of adolescents and youth with disabilities for digital employment inclusion, including gaps in skills, career pathways, psychosocial support, empowerment, and protection;
- Opportunities for coordinated action and alliance-building to align with China’s 2025–2027 Three-Year Action Plan on Promoting the Employment of Persons with Disabilities.
The consultant will work under the guidance of UNICEF’s Programme Specialist, and in close coordination with UNFPA focal points. They will ensure that the survey and findings are accessible, gender-responsive, and aligned with UNICEF’s safeguarding and ethical standards.

To qualify as an advocate for every child you will have

- At least 5 years of experience in designing and conducting surveys, data collection, and analysis (quantitative and qualitative
- Demonstrated expertise in youth, disability inclusion, and/or gender equality, preferably in the context of skills and employment
- Familiarity with China’s disability policy and employment landscape; prior work with UN, INGOs, or DPOs an asset
- Strong analytical , writing , and presentation skills; ability to produce concise, actionable recommendations
- Ability to conduct bilingual research and advocacy in both native Chinese and advanced English
- Knowledge of ethnical considerations in engaging adolescents and youth with disabilities
Minimum requirements:
- Education:
