Purpose of Activity/Assignment
ECA PSFR Cluster seeks a Direct Response Television (DRTV) Specialist to support ECA PSFR Cluster with DRTV market development, by:
- implementing a second DRTV test on the Greek market linked to an Investment Fund allocation approved by PFP on 16 July 2025.
- providing DRTV market opportunities for other ECA Cluster Markets (such as Bosnia and Herzegovina, Cyprus, Estonia, Kazakhstan, Kyrgyzstan, Malta, Uzbekistan).
For the Greek market, this will require to review the DIRECT RESPONSE TELEVISION (DRTV) Campaign Report (Dec 2024-Jan 2025) and develop media plans using the learnings to ensure best value for money and best performance channels, working in tandem with the media agency in Greece. The DRTV Specialist will collaborate also with the Digital teams to integrate DRTV and Digital plans to maximize response. It will also require the involvement of key stakeholders within the office at all stages.
For other ECA PSFR markets, including Bosnia and Herzegovina, Cyprus, Estonia, Kazakhstan, Kyrgyzstan, Malta, Uzbekistan, conduct assessments on DRTV potential launches with special focus on media costs vs. UNICEF standard DRTV format.
Scope of Work
- Review the DRTV Campaign Report (Dec 2024-January 2025) for the Greek market and based on key results and insights of this Report create a 2025 media plan, leading and working closely to the media agency in Greece in a daily basis.
- Close collaboration with Cluster IG manager and the CODAS Market Development Manager throughout the planning, execution, and evaluation stages.
- Work with and coordinate suppliers across media, creative and response channels
- Ensure there are smooth data flows between all response channels, in-bound and out-bound teams and follow on conversion and welcome activities
- Ensure the required systems and procedures are in place to track and follow up results in a daily basis Monitor results within each campaign, including the timely and accurate delivery of results from suppliers, and optimizing campaign performance where possible based on these results
- Produce of end of campaign report with results, key learnings and recommendations which then feed into the next phase of planned activity to continually improve performance
- Market assessment for the DRTV launch for Cyprus, Malta, and Estonia, all part of the ECA PSFR Cluster· Include an assessment on media cost compared to UNICEF standard DRTV formats to help inform decisions on the potential for prioritizing DRTV channel expansion in these markets.
The expected deliverables of this consultancy are:
Greek market:
- Lead the DRTV 2025 test: launching and run
- Full campaign analysis and evaluation after test phase
- Test must occur with results validated no later than 30 January 2026
Other selected ECA PSFR markets (Above list)
- Run market assessment on markets to assess DRTV launch vs. media costs
- Assessment must be delivered no later than 27 February, to feed into the next testing phase across ECA Cluster.

Consultant's Work Place and Official Travel
The Consultant will be remote/home-based.
As part of this assignment, some international travels are foreseen. The consultant will arrange her/his travel as and when they take place, and related costs will be reimbursed per UNICEF travel policy.
Travel Clause
- All UNICEF rules and regulations related to travel of Consultants apply.
- All travels shall be undertaken only upon the prior written approval by UNICEF.
- The consultant must be fit to travel, be in a possession of the valid UN BSAFE certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.
Estimated Cost of the Consultancy & Payment Schedule
Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
Please submit a professional fee (in USD) based on 50 working days to undertake this assignment, without travel fees as these will be reimbursed as and when they take place.

- 5+ years of hands-on experience in developing and managing DRTV campaigns
- Strong understanding of media buying and media planning
- Ability to develop robust test plans
- Strong project management and organizational skills
- Ability to coordinate and influence staff at all levels of seniority
- Excellent planning and analysis skills
- Fluency in English is required
