How can you make a difference? 

Purpose of the consultancy:

To conduct child, adolescent, and caregiver focused impact assessment of UNICEF Myanmar MHPSS program interventions

Scope of Work : 

The National Impact Assessment Consultant will conduct an assessment using existing UNICEF global tools and a preliminary assessment compiled by a current Standby Partner. The consultant will identify best practices, strengths, and gaps in MHPSS programming within Child Protection and Education, including capacity building and service delivery. The findings will be used to inform the design and priorities of the new UNICEF Myanmar Multisectoral Strategy (2026–2030).

The consultant will provide recommendations for MHPSS programming in Child Protection (CP) and Education (ED) programs and initiatives that directly respond to the needs of children, adolescents, and caregivers. The approach will be child-centered and will emphasize participatory involvement from children, adolescents, and caregivers throughout the process. The consultant will prepare a final report consisting of two parts. Part One will present the findings and recommendations of MHPSS programming in Child Protection. Part Two will focus on cross-sectoral collaboration between Child Protection and Education in MHPSS programming. The consultant will finalize the report based on feedback and input from UNICEF and will present the final report to the MHPSS Steering Committee.

Specifically, the assessment will examine:

  • Knowledge, skills, attitudes, and practices (KSAP): Extent of learning uptake and application by participants.
  • Training quality and relevance: Appropriateness of materials, methodologies, and delivery.
  • Programme outcomes: Contribution to improved MHPSS service delivery for children, adolescents, youth and parents/caregivers and child protection.
  • Sustainability: Opportunities for long-term integration into existing systems, community structures, and multi-sectoral responses.

The tasks of the consultant will include:

Desk Review

  • Review the preliminary assessment report compiled by the MHPSS Standby Partner, including the situational analysis, training materials, and existing resources, to establish a baseline understanding of MHPSS programming and interventions in Child Protection and Education in Myanmar.

Develop and finalize the assessment tools

  • Review existing UNICEF global assessment tools.
  • Develop a list of UNICEF global assessment tools relevant for measuring the impact of MHPSS programming and interventions in Child Protection and Education in Myanmar and localize these tools for contextual relevance.
  • Collaborate with Country Office and Field Office team members to gather input and ensure the assessment tools align with operational realities and programmatic needs.

Stakeholder Engagement

  • Conduct key informant interviews with children, adolescents, and parents/caregivers you with the support of implementing partners and UNICEF Country Office and Field Offices Child Protection staff for the organization of these interviews.
  • Conduct key informant interviews with frontline responders, implementing partners and UNICEF Child Protection Country Office and Field Offices staff.

Impact Analysis

  • Assess changes in children, adolescents and caregivers’ knowledge, skills, attitudes, behaviours and practices.
  • Identify best practices, strengths, and gaps in MHPSS programming within Child Protection and Education, including capacity building and service delivery. Use this information to inform the design and priorities of the new UNICEF Myanmar Multisectoral Strategy (2026–2030).

Strategic Linkages

  • Provide recommendations for cross-sectoral MHPSS programming in Child Protection and in Education sectors that directly respond to the needs of children, adolescents, and caregivers.
  • Identify lessons learned that can inform the design and priorities of the new UNICEF Myanmar Multisectoral Strategy (2026–2030).

Final Report on the assessment 

  • Prepare a final report consisting of two parts:

– Part One: Present the findings and recommendations of MHPSS programming in Child Protection.

– Part Two: Present the analysis of cross-sectoral collaboration between Child Protection and Education in MHPSS programming.

  • Finalize the report based on feedback and input from UNICEF and present it to the Steering Committee.
  • Submit the final report in both English and Myanmar languages.

Duty Station:

Yangon (remote/home-based), with in-country travel

Duration of Contract:

Total of 64 working days between January and April 2026

Description of Assignment:

Tasks 1: Desk Review

Desk Review of the MHPSS Standby Partner preliminary assessment report, of the MHPSS situational analysis, training materials, and existing resources.

Deliverables 1

Report and PowerPoint presentation prepared on baseline understanding of MHPSS programming and Child Protection and Education interventions in Myanmar.

Timeline: 1 to 9 January 2026 (7 working days)

Tasks 2: Develop and finalize the assessment tools

  • Review of the existing assessment tools including UNICEF Global Assessment Tools.
  • Compile the assessment tools relevant for measuring the impact of MHPSS programming and interventions in Child Protection and Education in Myanmar.
  • Comparison matrix of the assessment tools that best align with operational realities and programmatic needs.

Deliverables 2:

  • Assessment tools complied and presented which is contextualized into Myanmar context.
  • Localized assessment tool for Myanmar finalized.

Timeline: 10 to 26 January 2026 (13 working days)

Tasks 3: Stakeholder Engagement and impact analysis

  • Conduct key informant interviews with children, adolescents, and parents/caregivers with the support of implementing partners and UNICEF Country Office and Field Offices Child Protection staff for the organization of these interviews.
  • Conduct key informant interviews with frontline responders, implementing partners and UNICEF Child Protection Country Office and Field Offices staff.

Deliverables 3:

Analysis report on the field visits submitted highlighting on – compendium of best practices in MHPSS implementation and related cross sectoral interventions;  analysis on strengths and gaps in MHPSS Child Protection and Education programming, including the capacity building and service delivery components; identify lesson learned and gaps that can inform in designing and prioritizing in UNICEF Myanmar Multisectoral Strategy (2026–2030).

Timeline: 5 February to 20 March 2026 (24 working days)

Tasks 4: Final Report

  • Prepare a draft report and present to UNICEF team
  • Finalize the report based on feedback and input from UNICEF

Deliverables 4:

Final report submitted, consisting of two parts in both English and Myanmar languages:

  • Part One: Findings and recommendations on MHPSS programming specifically in Child Protection.
  • Part Two: Analysis of crosssectoral collaboration between ChildProtection and Education in MHPSS programming.

Field visit mission reports as annex.

Timeline: 23 March to 23 April 2026 (20 working days)

To qualify as an advocate for every child you will have… 

Education 

Bachelor’s degree on Psychology, Social Work, Public Health, Social Science, Public Administration or relevant subject.

Experience

  • At least 5 years' professional experience of designing, implementing, and evaluating MHPSS Program, including monitoring and evaluation on program outcomes.
  • Proven    professional    experience    in    conducting    qualitative research, assessment and evaluation.
  • Experience    working    on    participatory    assessment/research involving    children,    adolescents, parents/    caregivers    and vulnerable population.
  • Demonstrate knowledge and experiences in MHPSS programing.
  • Good understanding of conflict-sensitive programming.
  • Knowledge of the Inter-Agency Standing Committee (IASC) MHPSS Guidelines, MHPSS Minimum Service Package (MSP), WHO Mental Health Gap Action Programme (mhGAP), Sphere Standards, and UNICEF’s Operational Guidelines on Community- Based MHPSS.
  • Previous professional   experience   in programming in conflict settings is an asset.
  • Working experiences with UN agencies or INGO is an asset.
  • Excellent communication, analytical and writing skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
