For every child, the right to protection
UNICEF Mozambique plays a central role in supporting the Government to strengthen and expand its national social protection system. This work aligns with the country’s poverty-reduction and human capital development priorities, as set out in national frameworks such as the Plano Quinquenal do Governo and in alignment with the Sustainable Development Goals. UNICEF has been a long-standing partner in building the foundational systems for non-contributory social protection, including support to the Basic Social Subsidy Programme (PSSB), contributing to reduce poverty and vulnerability of the elderly, disabled people and children.
How can you make a difference?
Purpose of the consultancy
To provide technical support for evidence generation/simulations on key social protection programmes including design and targeting options for the new social protection strategy in Mozambique. Specifically, the consultancy seeks to do the following:
Objectives of the assignment
a) Review existing evidence and background information about the situation of poverty, vulnerability, deprivation in Mozambique and calibrating that with national data and evidence such as the IOF 2022.
b) Generate robust evidence and support UNICEF and government partners in consideration for social protection targeting and eligibility criteria and assessment of the existing PMT.
c) Based on the above, provide an analysis of potential options for the ENSSB III for better calibration of social protection programme architecture, considering feasibility of implementation, fiscal space and capacity of government.
d) Develop policy brief (max 5 pages) for advocacy and stakeholder engagement.
Duration & Location
This assignment will be home-based/remote, with virtual collaboration with UNICEF Mozambique. The expected period of performance is during 2026, with an estimated 60 working days to be confirmed at contract finalization. Occasional travel to Mozambique may be requested based on programme needs and subject to agreement and UNICEF approval

To qualify as an advocate for every child you will have…
Minimum requirements:
- Education: PhD in in social sciences, especially economics, demography, public finance, public policy, or other related fields.
- Work Experience:
- 15 years of experience in conducting impact evaluations on large scale cash transfer programmes and other assessments relating to social protection, poverty, social exclusion, and vulnerability.
- Extensive experience in the use of quantitative methods of research and excellent analysis and report writing skills.
- Extensive experience conducting simulations for programme projections and analysis.
- Experience working in a country with similar socio-economic context in assessing national policies and social protection interventions.
- Experience in facilitating engagement with high level policy makers for advocacy on policy changes and social protection programme adaptations.
- Skills: Excellent knowledge management and people skills.
- Language Requirements: Fluency in English
