BACKGROUND

Purpose of Activity/ Assignment:

The purpose of this consultancy is to develop new features and enhance the overall performance of the current ECW website to attract users, increase traffic and provide up to date information to ECW stakeholders

Scope of Work:

The Education Cannot Wait (ECW) website, educationcannotwait.org, underwent a comprehensive overhaul in 2022 to reflect ECW’s rapid growth as the global fund for education in emergencies and protracted crises within the UN system, hosted by UNICEF. The redesigned site was aligned with ECW’s 2023 - 2026 Strategic Plan priorities, focusing on institutional strategic communications, public advocacy, transparency, and accountability.

The current Drupal-based content management system (CMS) provides robust functionalities to support external communications and enhance ECW’s ability to convey its messages and brand identity. However, as ECW enters its next strategic period, several key features and functionalities require updates to ensure they remain fit for purpose and responsive to the needs of ECW’s target audiences – particularly in the context of ECW’s replenishment efforts. These updates will also form part of a broader review of ECW’s digital ecosystem and platforms.

The consultant will be responsible for:

  • Feature Development and Integration
    • Design and implement new functionalities to make ECW’s financial and results data easily accessible and user-friendly.
    • Strengthen integration across ECW’s digital platforms to improve efficiency and user experience.
  • Digital Publications and Content Strategy
    • Enhance ECW’s approach to digital publications and reports for improved accessibility and engagement.
    • Support regular content updates to maintain accuracy and relevance.
    • Support content management best practices in compliance with UN web security and accessibility standards.
  • Performance Optimization
    • Conduct in-depth analytics to inform content strategy and boost user engagement.
    • Improve site performance and search engine optimization (SEO), including exploring AI-driven optimization tools.
  • User Experience (UX) and User Interface (UI)
    • Enhance overall usability and accessibility for diverse global audiences.
  • Compliance and Security
      • Ensure adherence to UN standards for web security, accessibility (including WCAG compliance), and data protection.
  • Additional Support

Provide technical assistance and expert recommendations for any other tasks related to website management and functionality improvements

1/Review of site contents and functionalities, including  all static pages, publications, financial and results data dashboards and country pages.

2/Analyse website analytics. Provide monthly updates and recommendations to guide the implementation of the editorial and content strategy and enhance ECW’s digital presence and reach.  

- Monthly deep dive analytics report/briefing, including key data on performance and progress, and actionable recommendations. 

14 April 2027(first report/briefing due on 16 May 2026)

3/ Review financial and results internal databases and current website dashboards. Develop new updated interactive financial and results dashboards in collaboration with relevant ECW colleagues and external web and design vendors. Coordinate and implement the development of website features to facilitate the integration of interactive analytic graphics. Ensure the smooth integration of the new responsive data dashboards. 

-  New updated interactive data dashboards featuring key financial and results data developed and integrated on the website, including new allocations global dashboard and country pages financial and results dashboards.

1 November 2026

4/ Review the site map, menu and static pages in collaboration with ECW colleagues and external web vendor and update these, using user interface (UI) best practises. Review static pages content updates internal processes to improve systems and support regular updates.  

Updated site map, menu and static pages contents; including improved internal systems in place to ensure static pages are regularly updated.

5/ Improve site speed and overall UX experience, including for audiences with low bandwidth connectivity. 

-  User experience (UX) optimization implemented, including site speed improvements for audiences with low bandwidth connectivity  across all website contents and revised functionalities.

6/Craft dynamic website pages and/or microsites that complement the release of reports, announcements, campaigns, and events, embedding interactive visuals, multimedia contents, and more.

-  At least 6 new dynamic interactive landing pages and/or microsites published for key reports, announcements, global campaigns and events.

7/ Review 46 country profiles. Develop new updated dynamic country profile template in collaboration with relevant ECW colleagues and external web and design vendors, ensuring accessibility of country-based financial and results data as well as new categorization of programme status.  Implement updates to country profile module, ensuring responsive design across devices and optimizing speed for low connectivity. Explore AI-supported solution to help maintain country pages contents up to date

-  All country profile pages are updated based on new enhanced template, including financial and results data and categorization of programme status.  Systems are in place for country pages contents to be maintained up to date, ensuring the revised country page module is future-proofed for ECW’s next strategic period requirements.

8/ Review ECW digital platforms and ecosystem in collaboration with ECW colleagues and develop actionable recommendations to enhance digital integration based on industry best practices standards. Support implementing the new digital integration approach across ECW digital platforms and in line with ECW’s hosting environment.

9/ Review ECW’s host and UN best practices and standards for websites and ensure compliance with applicable security, safeguarding and accessibility standards. Ensure the implementation of standards in collaboration with relevant colleagues, ECW’s host and the external web vendor.  

-  The website applies best standards in terms of compliance with applicable security, safeguarding and accessibility standards within ECW’s hosting environment.   

Qualifications

Education: 

  * Bachelors degree in Web Development, Digital Marketing, Communications, or a related field.  Relevant  professional Certification(s) in web programming languages/libraries related to user interface, and/or web design development combined with a minimum of 10 years of relevant work experience can be accepted in lieu of Bachelor degree

Knowledge/Expertise/Skills required *:

  • At least 7 years of extensive experience and demonstrated ability in web management and digital content development, including but not limited to the United Nations and/or in the international aid sector.
  • Demonstrated proficiency in content management systems (in particular Drupal) and web development languages/libraries (HTML, CSS, JavaScript, React/Node.js).
  • Extensive experience in using business intelligence tools (e.g. Tableau, PowerBi) and data visualization frameworks (e.g. D3js).
  • Strong understanding of digital marketing principles and digital media platforms.
  • Strong project management skills, including the ability to drive complex projects in collaboration across technical and non-technical internal and external stakeholders. 
  • Excellent written and verbal communication skills.
  • Ability to work collaboratively in a dynamic and fast-paced environment.

Requirements:

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
