Punjab, Pakistan’s largest province, conducted its most recent Multiple Indicator Cluster Survey (MICS Punjab 2024) under the leadership of the Bureau of Statistics (BoS) Punjab, with technical support from UNICEF and collaboration from various provincial departments. As Punjab faces rapid changes in demographics, social development, climate stress, and public health challenges, the need for high-frequency, reliable, and timely data has intensified.

To support responsive decision-making, UNICEF has introduced MICS Plus, a high‑frequency household monitoring system that complements the full MICS. MICS Plus utilizes Computer-Assisted Telephone Interviewing (CATI) to generate monthly or periodic updates on selected indicators while maintaining statistical rigor.

Punjab will implement two rounds of MICS Plus in 2026, focusing on themes identified jointly by the Planning & Development Board (P&DD), the Bureau of Statistics Punjab, and UNICEF. The initiative will also contribute to establishing long-term high-frequency data capabilities within Punjab’s statistical system.

UNICEF Pakistan is recruiting a national consultant to support BoS Punjab in the planning, management, coordination, and execution of MICS Plus in 2026.The MICS Plus Survey Consultant will provide technical and coordination support to the Bureau of Statistics Punjab for the operationalization of MICS Plus. The consultant will work closely with BoS Punjab focal persons and will report to UNICEF Pakistan (Punjab Field Office and Islamabad Country Office), while maintaining strong collaboration with UNICEF HQ and Regional Office MICS teams.

How can you make a difference? 

You can make a difference by achieving following milestones and deliverables

Tasks/Milestone:          

  • Round 1: Sample design, questionnaire finalization,   
  • Round 1: Data processing, analysis, reporting, and dissemination 
  • Round 2: Sample design updates, questionnaire refined         
  • Round 2: Data processing, analysis, reporting, and dissemination 

Deliverables/Outputs:

  • Completion of sample design, finalization of CATI questionnaire, and preparation of all technical tools and documentation required for the first round of MICS Plus data collection.
  • Processing of Round 1 data, completion of data quality checks, production of analysis outputs, indicator tables, and preparation and dissemination of the Round 1 results.
  • Revision of sample design (if needed), refinement of CATI questionnaire based on learning from Round 1, and preparation of all updated technical materials for Round 2
  • Processing of Round 2 data, completion of quality assurance, final analysis, reporting, and dissemination of results for Round 2, including delivery of all documentation and cleaned datasets.

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: 

  • Advance University degree (Master's or above) in Demography, Statistics, Social Sciences, Epidemiology, International development, or any other related technical field is required. A first University Degree (Bachelor's) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Work Experience:

  • Proven minimum of 5 years’ experience in the coordination and/or management of quantitative household surveys (prior MICS or Demographic and Health Survey (DHS);
  • Extensive experience with collecting data using CATI or similar approach;
  • Working knowledge of data capture, mobile technology, survey methodology;
  • Expertise in coordination, logistics and planning;
  • Training experience and ability to organize and facilitate training and presentations;
  • Experience in data analysis and survey report writing

Skills:

  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS).
  • Excellent communication and interpersonal skills. 

Language Requirements: Fluency in English is required.

Desirable:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts. 
  • Knowledge of the local duty station is an asset.

Remarks: 

  • Duration of the assignment is 70 days until 31 Dec 2026.
  • Only shortlisted candidates will be contacted and advance to the next stage of the selection process.

  • Consultant will be required to travel within the country.
  • Consultant needs to produce a copy of their health insurance coverage at the time the contract is awarded.
